Background

To respond to the national demand for transparency and integrity as expressed by the people of Ukraine after the Revolution of Dignity as well as to support the on-going anti-corruption reform and emerging anti-corruption architecture, UNDP in Ukraine has launched the Enhanced Public Sector Transparency and Integrity Project (ETI), funded by the Danish Ministry of Foreign Affairs in 2015-2018.


The ETI Project aims at bringing the regulatory and institutional arrangements for corruption prevention within Ukraine closer to international standards for transparency and accountability in the public sector and thus help ensure more responsiveness and efficacy from state bodies at national and subnational levels. The project renders assistance to establishment of regulations on issues of conflict of interest, assets declarations, and corruption risk assessment, which spell out mandates and operational procedures for the duty-bearers, contributes to duty-bearers’ capacity development to operationalize adopted frameworks in everyday operations at the national level, and encourages local oversight of the anti-corruption reform implementation.
The Knowledge Management Associate will be responsible for gender mainstreaming and knowledge management related to the all areas of the project implementation.

Duties and Responsibilities

Under the overall supervision of the Transparency and Integrity Team Lead, and working in collaboration with the CO Communications Unit, the Knowledge Management Associate will be responsible for the following key tasks.

Reporting Responsibilities:

  • Develop and maintain sound filing system, ensure appropriate use and recording of all project experience, activities, and results;
  • Ensure that project data are entered to the data management system, update project-related data on the UNDP webpage, as needed;
  • Ensure that information and data from the project activities is captured, documented, analysed and reported in a results-based and timely manner;
  • Organize inputs collection for the project’s annual, semi-annual reports and other ad hoc reports.

Communications responsibilities:

  • Contribute to design and implementation of communication/information strategy for the project, ensuring sound visibility of Danish Ministry of Foreign Affairs and UNDP;
  • Draft news articles on issues of anti-corruption policy implementation;
  • Ensure timely preparation, production, and dissemination of the project’s communications materials (e.g. brochures, handouts, PowerPoint presentations, etc.);
  • Ensure quality control over country office publications, including compliance with UNDP Communication toolkit;
  • Ensure wide and target distribution of information materials produced;
  • Liaise with external consultants or vendors (e.g. designers, printers, editors, videographers, photographers, etc.);
  • Liaise with communication personnel of other UNDP projects;
  • Work closely with country office communications and programme personnel to communicate success stories and results;
  • Provide regular inputs into reports of the project to donors;
  • Contribute to project’s external communications by producing drafts for press-releases and info-notes, draft news, write-ups, thematic blogs, social media posts, etc.;
  • Liaise with project partners (governmental/non-governmental institutions, CSOs, academia, wider UNDP family) and facilitate communications on project-related activities including organizing joint thematic and networking events on issues of democratization;
  • Provide high quality editing and formatting for all project related documents;
  • Perform other related duties as may be assigned by the project and/or UNDP management.

Gender mainstreaming responsibilities:

  • Produce (regularly and upon demand) gender-related briefs, analytical notes, statistical data for the area of democratization in Ukraine, the ECIS region, and globally;
  • Contribute to constructing the gender frameworks for further UNDP interventions in the area of democratization (including inputs into DG cluster project pitches to donors and partners);
  • Follow up with the project’s (seed) grantees on gender-sensitive components of their initiatives;
  • Represent the project at public events (including activities organized for/by grantees and partners), in particular presenting on gender related topics.

Measurable outputs of the work assignment:

  • Inputs for annual, semi-annual, and other reports are collected;
  • Communications strategies and plans are developed and implemented;
  • Visibility of the project’s output level activities is ensured;
  • Communications materials are produced and disseminated;
  • Gender mainstreaming through the project’s activities is ensured;
  • All assignments performed in a quality and timely manner.

Performance Indicators for evaluation of results:

  • Communications plan is developed and implemented;
  • Inputs for regular reports are provided;
  • Communications and gender mainstreaming are carried out in accordance with UNDP norms and regulations.

Required Skills and Experience

Education:

  • Bachelor degree in Business Administration, International Relations, Social Sciences, Gender Studies, Knowledge Management, Communications/Journalism, or related field.

Experience:

  • Minimum 3 years of professional work experience in the field of gender mainstreaming, knowledge management, communications, PR, monitoring and/or reporting, programme support service or related area, preferably in international organizations;
  • Demonstrated capacity to develop data collection tools, analyse data, identify trends, prepare reports, communicate results, and develop visibility products is considered as a strong asset;
  • Prior experience with the UN system is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel). Experience in handling of web-based management systems.

Language Requirements:

  • Fluency in English, Ukrainian, and Russian is required.
