Chemonics International Inc. is looking for a qualified professional to fill the position Environmental Compliance Specialist
BACKGROUND: The USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of the ongoing war, through increased citizen participation, improved service delivery and more responsive governance. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East provides opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives. DG East activities are implemented across four regional portfolios and a physical office located in Kyiv.
JOB SUMMARY: The Environmental Compliance Specialist will support the DG East environmental review system, ensuring compliance with 22 CFR 216 requirements, the Initial Environmental Examination (IEE) recommendations, and Ukrainian environmental laws and regulations. The Specialist will maintain environmental-related databases for project activities and documentation and ensure accuracy and completeness. Under the direction of the Environmental Compliance Director, the Specialist will be responsible for assistance with overall environmental compliance and tracking of relevant grants and subcontracts materials. The Specialist will coordinate with the Kyiv office and regional portfolios on grants, subcontracts and Direct Distribution of Goods and Services (DDGS) activities and maintain filing and tracking systems.
The Specialist will work with Environmental Compliance Director to support the DG East technical, grants, subcontracts, and procurement teams to complete all required environmental screening for each planned project activity. He/she will ensure that environmental mitigation and monitoring plans are prepared and implemented for all project activities where required.
REPORTING: This position reports to the Environmental Compliance Director
PRINCIPLE DUTIES & RESPONSIBILITIES:
• Assist Environmental Compliance Director in preparing of environmental screenings for each planned project activity. Assist in collecting environmental related documents during the application, approval, implementation and close-out processes.
• Assist in conducting of environmental assessments, developing environmental compliance checklist and environmental mitigation and monitoring plans for DG East’s grants based on USAID and Ukrainian environmental standards and requirements.
• Collaborate with the DG East technical, grants, subcontracts, and procurement teams to support the preparation and implementation of required environmental compliance documentation for each planned and implemented activity as needed.
• Review reports and documentation from DG East’s partner organizations’ to ensure they comply the requirements outlined in their customized Environmental Mitigation and Monitoring Plans.
• Assist with monitoring activities implemented under the project, including site visits to ensure compliance, preparation of environmental reports, collecting environmental-related data and following up on questions from beneficiaries.
• Coordinate with the Kyiv office and regional portfolios to ensure accuracy, completeness of information and timely information sharing.
• Perform any other duties as assigned.
SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities.
DUTY STATION: This position is located in Kyiv.
TRAVEL REQUEST: Ability to travel throughout Ukraine is required.
QUALIFICATIONS:
• A university degree in a related field is required.
• At minimum of four years of relevant experience in environmental monitoring, environmental impact assessment, and environmental compliance is required.
• Previous professional experience with international donor programs, particularly USAID is strongly preferred.
• Demonstrated ability to work productively within a team.
• Excellent administrative, organizational and multi-tasking skills.
• Excellent interpersonal and communication skills, with a demonstrated ability to communicate effectively in a cross-cultural environment.
• Strong computer skills including knowledge of Microsoft Excel, Word and Office applications.
• Ability to effectively communicate verbally and in written form in Ukrainian, and English.
