terre des hommes Germany is looking for consultancy to conduct an evaluation for the project “Improving protection of children in emergencies in Ukraine, through safe shelters, provision of food and non-food items and psychosocial support” financed jointly by terre des hommes Germany (tdh) and the German Federal Foreign Office (GFFO)
The project “Improving protection of children in emergencies in Ukraine, through safe shelters, provision of food and non-food items and psychosocial support”, launched in June 2023 by tdh, ChildFund Deutschland and 5 Ukrainian partner organizations, aims at improving the humanitarian situation of 50.200 war-affected children and youth and their families and caregivers in the Ukraine, and providing institutional care facilities with urgently needed supplies. The project is funded by the German Federal Foreign Office as part of the German humanitarian aid program.
A consortium of 7 NGOs and their broad partner networks have been active in providing humanitarian assistance to the most vulnerable groups in the following sectors:
Food/non-food items (distribution of vouchers, food and hygiene kits)
Shelter (renovations and equipment of safe living spaces, medical facilities, shelters)
Mental Health and Psychosocial Support (camps and recreation activities for children of different age groups and families, individual and group counseling, individual case management, training for caregivers, staff of shelters and youth spaces).
The overall aim of this project evaluation is the provision of an external, strategic review of the project’s performance, achievements, and challenges. It shall analyse the project’s overall results. In doing so, it shall provide lessons learned about the project design, implementation, and management and identify components, which were beneficial or harmfulfor achieving the project’s objectives.

The consultant(s) is (are) expected to conduct both a desk study and field work in Ukraine, applying both qualitative and quantitative methods. In doing so, the consultant(s) shall create a holistic understanding and analysis of the project’s output and outcomes.
Special attention should be paid to participatory methods of data collection, carried out in close cooperation with the partner organisations and representatives of the target group(s).
