Deloitte is seeking candidates for the position of Financial Senior Expert in support of USAID/UKaid SOERA. The position is full-time and will be based in Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

The Finance Senior Expert supports the Project Steering Office (ProSteer) within the Ministry of Reconstruction (MOR) to prepare required reporting for USAID, leads and manages field-based project management, project budget & financial activities, and oversees project reporting, operations, procurements, risk and compliance, and knowledge management. The Financial Senior Expert is responsible for preparation legal and financial propositions to implement public investment management (PIM) reform within the MOR taking into account regional aspect. The position reports directly to the Head of ProSteer Office.

Responsibilities:

• Assist in implementation of action plan of PIM reform within the MOR.
• Provide propositions for new legislation acts, which needed to implement restoration projects at national and regional level.
• Prepare concepts of public investment projects.
• Assist in public investment projects assessment and formation of public investment projects pipeline in the responsibility spheres of MOR.
• Communicate with the Ministry of Finance on PIM reform and implementation of restoration projects.
• Other tasks as assigned by the Head of ProSteer Office.

Minimum Requirements:

• Advanced degree from an accredited university in economics, business, public management, finance or related fields.
• At least seven years of professional experience in financial governance, preparation and implementation of investment projects, or related fields.
• Demonstrated effectiveness leading and managing teams of 10+ staff within a context of changing conditions and adaptive management.
• Extensive technical expertise in one or more of the following: budget planning, risk management, transparency and accountability, and procurement.
• Demonstrated ability to establish productive relationships with senior government officials, private sector, civil society, and international donors, including on politically sensitive and highly visible issues.
• Demonstrated leadership and human resources management skills to lead a diverse team of local and international experts.
• Willingness to live and work full-time in Ukraine.
• Strong communications, interpersonal, and presentation skills.
• Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, a plus.
