MEAL Officer – Center, South & East UKRAINE
WeWorld Background:
WeWorld is an Italian INGO working across 27 countries globally and a member of ChildFund Alliance (CFA), with extensive experience in implementing multi-sectorial emergency responses (e.g., Syria, Palestine, Haiti, Mali, etc). In Ukraine, WeWorld has been providing multi-sectoral lifesaving assistance since March 2022 in Lvov, Kyiv, Kharkiv, Kherson, Mykolaiv, and Odessa oblasts, as well as in newly liberated areas along the frontline, leveraging existing partnerships and capacity to timely identify and respond to the most urgent humanitarian needs.
To further strengthen the quality of our programme delivery and our accountability to beneficiaries, WeWorld is seeking for one Monitoring, Evaluation and Learning (MEAL) Officer to support our WASH, SHELTER, and CASH programming in the Central, Southern and Eastern regions of Ukraine.
The MEAL Officer will be based in WeWorld’s office in Kyiv with frequent travels to field locations and supervised by the WeWorld Programme Manager also based in Kyiv. She/he will guarantee adequate monitoring and evaluation of all WeWorld’s project implemented in Ukraine and ensure compilation of lessons learnt from each intervention. She/he will oversee the accountability measures across all projects, ensuring compliance with WeWorld and donor standards.
Time frame of the consultancy: 6 months starting from mid-March 2024.
Area of Intervention: based in Kyiv, with frequent travels to Kharkiv, Kherson, Mykolaiv, and Donetsk oblast (security allowing).
MAIN RESPONSIBILITIES
- Establish and maintain a project information management system extended to all project partners in accordance with the rules of the donor. Ensure exchange of information and compliance with data quality standards;
- Ensure that the project has: a Monitoring and Evaluation Plan, an Indicator Tracking Matrix, a Post Distribution Monitoring system and the necessary tools for data collection and analysis;
- Collaborate with the Programme Manager, Project Manager, Project Officers and implementing partner staff to ensure that the MEAL system is adequate for data collection and capitalization of the experiences and their internal / external sharing;
- Guarantee that all information related to the MEAL system necessary for reporting purposes is available within the given deadlines;
- Guarantee compliance with data protection standards and compliance with entire / external rules and regulations, throughout the project cycle;
- Maintain regular contact with the project partner to supervise the quality of the data collection and monitoring activities carried out by the partner, intervening to support the partner staff on MEAL activities.
- Contribute to the design of adequate tools for post distribution monitoring activities in the field;
- Carry out post distribution monitoring activities in the field, and other MEAL activities as needed;
- Support and train the partner on the use of data collection tools - especially digital ones;
- Provide timely and accurate data and information, updating the internal tools established within the cluster’s coordination mechanism;
- Make field visits on a regular basis.
QUALIFICATIONS, EXPERIENCES AND SKILLS REQUIRED
Mandatory:
- Degree in Economics, Statistical Sciences, Social and Political Sciences or equivalent, with a focus on courses with a statistical orientation;
- Familiarity with data analysis and their visualization, both with ad hoc views and in dashboards, created with Excel, Kobo toolbox, PowerBI and similar;
- Excellent knowledge of the Ukrainian and Russian language
- Fluent in written and spoken English
- Ability to work under pressure and ability to develop and work within a team
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
- Experience of and commitment to working in general humanitarian projects context
Desirable:
- Minimum 1 year of experience as a Monitoring and Evaluation (M&V) officer
- Experience in humanitarian assistance and/or development aid
- Knowledge of the United Nations cluster system
- Experience in Cash Assistance, WASH, Shelter and knowledge of the related MEAL tools
