Deloitte is seeking a qualified candidate to serve as a Grants and Procurement Manager in support of USAID/UKaid SOERA. This is a full-time position, to be based in Kyiv, Ukraine
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.
Objective:
The Grants and Procurement Manager will provide support across all objectives through the fulfilment of responsibilities detailed below. S/he will develop and release solicitations and conduct price, cost, and reasonability analyses in collaboration with and under supervision of Deloitte HQ grants and procurement teams. This individual will work with local grantees, service providers, vendors, and other subcontractors under the project to accomplish project objectives. The Grants and Procurement Manager reports directly to the Director of Finance, Administration and Compliance (DFAC) and will work with support from the SOERA Home Office operations team.
Responsibilities:
- Work with technical teams to create Scopes of Work (SOW) for grant awards as well as supporting documentation when needed;
- Lead development of Requests for Applications (RFAs) and manage the application process for grants;
- Lead development of Requests for Proposals (RFP) / Request for Quote (RFQ) and manage the RFP/RFQ process, contract preparation and execution of subcontracts;
- Ensure adequate competition is achieved, as per Deloitte/ USAID policies and procedures;
- Ensure compliance with Deloitte, USAID and applicable USG policies, and procedures are followed and enforced, including FAR, AIDAR, CFR, and OMB;
- Through market research efforts, identify and qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies;
- Oversee communication with vendors and suppliers (local, regional and international sources) to obtain product or service information such as price, availability and delivery schedule. Also, obtain estimate value of goods and services through multiple quotations from reliable and competitive suppliers. Conduct price, cost, and reasonability analyses;
- Organize evaluation committees to consider grant applications against objectives and milestones requested and with due regard to grantee capabilities and past experience;
- Oversee organization of procurement selection meetings to consider tender applications against approved technical specifications and with due regard to market price and quality as well as economy of operations;
- Prepare grant award modifications as needed and work closely with grantees to ensure proper documentation is collected throughout the period of performance
- Prepare Purchase Orders/Subcontracts and Modifications and ensure proper documentation is collected throughout the procurement process;
- Process grantee reports and milestone verification to process grant payments;
- Processing vendor and subcontractor invoices for payment by assuring necessary documentation is included;
- Prepare complete backup documentation for procurement purchases & submit to project’s Finance Team; and,
- Monitor and track project procurement activities.
Minimum Requirements:
- Bachelor’s degree (or higher)
- Minimum 3 years of relevant experience and progressive responsibility in procurement and grants management
- Experience in managing the procurement & acquisition aspects of USAID funded projects, including a demonstrated understanding of applicable procurement-related USG & Federal Acquisition Regulation (FAR) regulations
- Excellent written and verbal communication skills, using diplomatic and tactful language, even in stressful, time-sensitive situations
- Demonstrated experience in vendor/subcontractor negotiations and customer-service oriented
- Fluent Ukrainian and English
- Proficiency in Microsoft excel, including the use of formulas
- Ability to manage and prioritize multiple concurrent bids
