Centre for Economic Strategy seeks Senior project manager (Banking Sector, Financial instruments and incentives for businesses), short-term position, for the WNISEF-funded project “Technical support for the Ministry of Economy regarding investments, war-risk insurance and development of the processing industries”.
The Ministry of Economy of Ukraine (MoE), CES major partner and WNISEF beneficiary, intending to restore and elevate Ukraine’s industrial potential to the European level estimate that it is necessary to establish approximately 600 modern productions in various sectors.
The pursuit of these opportunities requires a set of well-coordinated policy actions: in this regard, the MoE is establishing the Project Office to ensure and strengthen the economic development toolset. Through this assignment CES will provide short-term expert support to the MoE.
In particular, Senior Project Manager (Banking Sector, Financial instruments and incentives for businesses) will assist with the analysis of the internal and external situations in banking and financial sectors; analysis of the relevant international experience in the banking and financial sector; comprehensive assessment of the banking and financial sector in Ukraine to support processing enterprises.
Specific Tasks and Responsibilities:
The Senior Project Manager is expected to assist with the following:
- • Developing and implementing strategic project plans aligned with organizational objectives and government priorities;
- • Data analysis (the number of active market participants, emerging trends in the banking and financial industries, especially those related to technology, innovation and regulatory changes, international experience, etc.) and risk management (including the identification, assessment and mitigation) within the banking sector;
- • Developing and assisting in the implementation of new banking and financial tools for SMEs at the macroeconomic level;
- • Participating in a comprehensive assessment and developing actions to support emerging banking and financial sectors as well as provide decisions to smooth Ukraine’s EU integration;
- • Joint participation with the Ministry, businesses and other relevant organisations or working groups in knowledge-sharing meetings (workshops/training, etc.);
- • Developing proposals for the Ukraine Plan draft. The Ukraine Plan is a document yet to be developed and presented by the Government of Ukraine, detailing plans for the country’s recovery, relight and modernization, as well as reforms for its EU accession process. Adoption of the Ukraine Plan is a necessary step prior to Ukraine accessing the financial support under the Ukraine Facility, proposed by the European Commission, for supporting Ukraine’s efforts to sustain macro-financial stability and promote recovery.
Essential qualifications, skills and experience:
Qualifications and skills:
- • Master’s degree in Public Policy, Law, Engineering, Finance, Project Management, Business Administration or other related fields;
- • Strong analytical and forecasting skills;
- • Communication and presentation skills with the ability to convey complex financial concepts and project details;
- • Adaptability to changes in project scope, priorities, or external factors, ensuring resilience in the face of evolving challenges;
- • Advance Microsoft Office user (PowerPoint, Project, Excel, Word);
- • Excellent verbal and written Ukrainian and fluency in English.
Professional experience:
- • Minimum 7 years of general professional experience related to the banking and financial sector.
- • Minimum 5 years of experience in a managerial position within the banking or financial sector.
Other competencies:
- • Familiarity with the reform agenda in Ukraine, regulatory awareness and a good understanding of the policy design process is an asse;
- • The ability to foster collaboration and teamwork among cross-functional teams is an asset;
- • Knowledge of government procurement processes and compliance requirements relevant to project management in the public sector is an asset.
The place of performance for this assignment is Ukraine (remotely and in person, as feasible), with relevant local travel required to fulfill the assignment.
This assignment will require up to 6 months of LOE, from on/about 01 February 2024, through on/about 1 August 2024.
