Deloitte is seeking candidates for the position of Recruiter in support of USAID/UKaid SOERA. This is a consultant position, to be based in Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.


The Recruiter will be responsible for leading recruitment activities to attract high-quality individuals to fill short-term and long-term staffing needs. The Recruiter will build SOERA’s professional network by researching and contacting relevant talent pools in Ukraine to identify and manage interviews for new hires as directed by project leadership. They will draft necessary job descriptions, make the required posts on recruitment sites, and manage applicant communications in support of SOERA’s recruitment strategy. The Recruiter will work directly with the Human Resources (HR) Manager with support from the SOERA Home Office operations team.


  • Attract quality applicants by drafting job descriptions and placing advertisements;
  • Build and expand SOERA’s database of talented, qualified, and vetted candidates that can be accessed to fill staffing needs throughout the life of project;
  • Work with project leadership to anticipate and prioritize staffing needs;
  • Evaluate candidates by discussing job requirements and qualifications with work stream leads, developing quality interview questions, and leading effective interview events;
  • Determine applicant qualifications by interviewing applicants; analyzing responses; verifying references; comparing qualifications to job requirements;
  • Arrange interviews by coordinating schedules with candidates and the client;
  • Work closely with HR Manager and project leadership to develop, implement, and maintain effective onboarding procedures for new hires; and
  • Be prepared to support ad hoc requests as assigned.

 Minimum Requirements:

  • BA or higher in talent management, US Government contracting or relevant subject;
  • 3 years minimum of professional experience in a similar role; 
  • Demonstrated experience in recruitment and talent acquisitions for USAID or State Department funded programs in Ukraine;
  • Knowledge of USAID operations and procedures highly preferred;
  • Excellent oral and written communications skills, strong interpersonal skills, and assertive and professional demeanor and ability to represent Company to diverse audiences;
  • Professional proficiency in written and spoken English;  
  • Excellent time-management and organizational skills; 
  • Strong team player who thrives in a fast-paced environment.
