Громадська спілка «Фонд підтримки реформ в Україні» оголошує конкурс на вакансію Національного експерта – GR-менеджера (експерта з питань комунікації влади і бізнесу) у сфері технічного регулювання для Проєкту «TIPSTER: Торгівля, підтримка інтелектуальної власності та технічне регулювання» (далі також – «Проєкт»).

Проєкт TIPSTER реалізовується ГС «Фонд підтримки реформ в Україні» за фінансової підтримки уряду Німеччини в межах проєкту міжнародної співпраці  ReACT4UA («Застосування та імплементація Угоди про асоціацію між ЄС та Україною у сфері торгівлі») виконавцем якого є  німецька федеральна компанія Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.   

Метою Проєкту TIPSTER є зміцнення інституційних та нормативно-правових умов, які сприятимуть покращенню конкурентного середовища для бізнесу та постачальників послуг та розвитку їх експортного потенціалу шляхом розроблення експортної політики та політики сприятливого торговельного середовища для бізнесу та постачальників послуг та розвитку їх експортного потенціалу. Проєкт має на меті допомогти українським виробникам і підприємствам покращити їхній потенціал для експорту товарів і послуг шляхом розроблення детальної експортної політики та політики для сприяння торгівлі та посилення конкурентоспроможності МСП.

Україна продовжує інтеграцію до Європейського Союзу. Однією зі стратегічних цілей УА/ПВЗВТ є укладення між ЄС та Україною Угоди про оцінку відповідності та прийнятність промислових товарів (ACAA). З цією метою Сторона ЄС надала оцінку відповідності секторів, пов’язаних з технічними бар’єрами в торгівлі УА/ПВЗВТ, вимогам ЄС. У результаті були надані рекомендації щодо подальшого розвитку політики України та укладення ACAA.

У червні 2023 року лідери 27 країн ЄС ухвалили рішення про надання Україні статусу кандидата на членство в ЄС. Наступним кроком, який потребує ретельної підготовки Сторін, є відкриття переговорного процесу щодо укладення Угоди про вступ України до ЄС. Україна вже розпочала внутрішню підготовку до цього процесу, що включає попередній аналіз відповідності українського законодавства праву ЄС, створення робочих груп для аналізу досягнень і викликів у зв’язку зі вступом до ЄС, підготовку нової програми євроінтеграції. та приведення законодавства України до вимог ЄС, що охоплюватиме не лише зобов’язання, передбачені УА/ПВЗВТ, а й ті елементи права ЄС, які необхідні для вступу України до ЄС.

Саме тому ми шукаємо GR-менеджера, який надаватиме експертну підтримку Міністерству економіки України та іншим державним органам у подальшій комунікації влади з бізнесом щодо ACAA та вступу до ЄС, визначення стратегічних орієнтирів для подальшого розвитку політики та приведення законодавства України у відповідність із законодавством ЄС та рекомендаціями місії ACAA у секторах, пов’язаних з технічними бар’єрами в торгівлі.

Основні завдання:

- моніторинг виконання стратегічних документів України, таких як план дій/стратегія відновлення інфраструктури якості України у воєнний та післявоєнний період;

- надання підтримки у підготовці новин для розміщення на techreg.in.ua та просування Комунікативної платформи у соціальних мережах;

- експертна підтримка Мінекономіки у розробленні стратегії розвитку Комунікативної платформи з питань технічного регулювання в Україні techreg.in.ua;

- покращення державно-приватного діалогу між органами державної влади, приватними та громадськими організаціями, а також організаціями підтримки бізнесу та МСП у сфері технічного регулювання, наприклад, вебінари, форуми, конференції;

- підтримка організації семінарів з метою обміну міжнародним досвідом, кращими практиками та інноваційними рішеннями;

- інша відповідна експертна підтримка на запит Мінекономіки у сфері технічного регулювання та усунення технічних бар’єрів у торгівлі.

Кваліфікаційні вимоги:

- відмінні навички письмового, вербального та міжособистісного спілкування з аналітичними здібностями та здатністю синтезувати вхідні дані та відповідні висновки;

- знання галузевого законодавства, а також із питань організації влади;

- знання основ PR і маркетингу (для побудови комунікаційних кампаній);

- комп’ютерна грамотність та володіння нормопроєктувальною технікою;

- відмінне знання української мови, робочий рівень англійської мови.

Освіта: магістр або еквівалентний ступінь з права або міжнародного права, спеціалізація з права ЄС є перевагою.

Досвід:

- знання міжнародного/європейського та українського законодавства у сфері технічного регулювання (стандартизація, оцінка відповідності, метрологія, акредитація та ринковий нагляд);

- спеціальні знання у сфері функціонування інфраструктури якості;

- ділове володіння англійською та українською мовами з активним професійним словниковим запасом у сфері технічного регулювання;

- загальний професійний досвід: щонайменше 10 років GR-досвіду, а також адвокаційні навички та компетенції у сфері формування політики та реалізації державно-приватного діалогу;

- робота з/в парламенті/уряді/міністерствах, моніторинг виконання стратегічних документів України, розуміння існуючої української підприємницької екосистеми та комунікація/налагодження зв’язків з національними організаціями підтримки бізнесу та галузевими бізнес-асоціаціями, а також інновації, пов’язані з питаннями інфраструктури якості.

The Non-Governmental Union «Foundation for Support of Reforms in Ukraine» announces a competition for the position of  National expert – GR manager (expert in government and business communication) of technical regulation  for the «TIPSTER: Trade, Intellectual Property Support and Technical Regulation» program (hereinafter – Project).

The project is being implemented by the Non-Governmental Union “Foundation for Support of Reforms in Ukraine” within the international cooperation project ReACT4UA (“Utilization and Implementation of the Association Agreement between the EU and Ukraine in the field of trade”), which is financed by the German Government and implemented by the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.   

The objective of the project TIPSTER: “Trade, Intellectual Properties Support, and Technical Regulation” (hereinafter referred to as ‘Project’) is to strengthen institutional and regulatory framework conditions that will improve the competitive environment for business and service providers and develop their export potential by developing elaborated export policies and favorable policies for trade environment for business and service providers and develop their export potential. The Project aims to help Ukrainian manufacturers and businesses improve their capacities to export goods and services by developing elaborated export policies and favorable policies for trade promotion and strengthening the competitiveness of SMEs.

Ukraine continues its integration into the European Union. One of the strategic goals of AA/DCFTA is the conclusion between the EU and Ukraine of the Agreement on conformity assessment and acceptance of industrial products (ACAA). For this purpose, the EU Side assessed the compliance of sectors related to technical barriers to trade of AA/DCFTA with EU requirements. In a result, recommendations were provided for further Ukraine’s policy development and the conclusion of ACAA.

In June 2023, the leaders of 27 EU member states decided to grant Ukraine the status of a candidate for EU membership. The next step, which requires careful preparation by the Parties, is the opening of the negotiation process regarding the conclusion of an Agreement on Ukraine’s accession to the EU. Ukraine has already started internal preparations for this process, which covers a preliminary analysis of the compliance of Ukrainian legislation with EU law, the creation of working groups to analyze achievements and challenges given EU accession, the preparation of a new program for European integration and the bringing of Ukrainian legislation to EU requirements, which will cover not only the obligations stipulated by the AA/DCFTA but also those elements of EU law that are required for Ukraine’s accession to the EU.

The main objective of this assignment is to provide expert support to MoE and other state authorities in further communication between government and business on ACAA and EU accession, defining strategic guidelines for further policy development and aligning Ukraine’s legislation with EU Law and ACAA mission recommendations in the sectors related to technical barriers to trade.

Scope of Works and Expert Assignment

The Contractor, in coordination with the Ministry of Economy (the Technical Regulation and Innovation Policy Department) and, if needed, structural units of other state authorities, shall provide the following services:

- monitoring of implementation of strategic documents of Ukraine, such as the action plan/strategy for the restoration of the QI of Ukraine in the war and post-war period;

- providing the support in preparation of news to post on techreg.in.ua and promotion of the Communicative Platform in social media;

- experts support to the MoE in strategy development of the Communicative Platform on Technical Regulation in Ukraine techreg.in.ua;

- improvement of public-private dialogue between state authorities, private and public entities as well business support organizations and SMEs in the field of technical regulation e.g. webinars, forums, conferences;

- support organization of workshops with regards to exchange of international expertise, best practices and innovative solutions;

- other relevant experts support on request of the MoE in the field of technical regulation and removal of technical barriers in trade.

Competencies

- excellent written, verbal and interpersonal communication skills with analytic capacity and ability to synthesize inputs and relevant findings;

- knowledge of sectoral legislation, as well as  regarding issues of government organization;

- knowledge of the basics of PR and marketing (for building communication campaigns);

- computer literacy and mastery of normative design techniques;

- excellent knowledge of Ukrainian, working level of English

Qualification and Experience Requirements

Education: Master’s or equivalent degree in Law or International Law, EU law specialization, or similar.

Experience:

- knowledge of International/European and Ukrainian legislation in technical regulation (standardization, conformity assessment, metrology, accreditation, and market surveillance);

- special knowledge in the sphere of functioning of Quality Infrastructure;

- business fluency in English and Ukrainian with active professional vocabulary in the field of technical regulation;

- general professional experience: at least 10-years of GR-experience as well as advocacy skills and competencies in the sphere of policy-making and public-private dialogue implementation;

- experience: working with/in the Parliament/Government/ministries, monitoring of implementation of strategic documents of Ukraine, understanding of the existing Ukrainian entrepreneurial ecosystem and communicating/networking with national business support organizations and industrial business associations, and innovations related to the QI.
