Chemonics International Inc. is looking for a qualified professional to fill the position Zoning/Internal Design and Inclusion Consultant

 

Project background:

The eight--year USAID DG East Activity aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia's aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East will provide opportunities for citizens to engage with their government, equip the government with resources to support their citizens, and create opportunities for citizens of Ukraine to build hope in their future and positive changes in their daily lives.

As part project activities DG East will support Zaporizhzhia City Council (hereafter - CC) by:

     1. Proving equipment to 7 offices of the districts ASC`s

     2. Training the ASC staff – in particular 48 staff of the ASC will be provided training on the following topics: “GESI rules and policies”, “Customer-oriented approach”, “Psychology support”, “Stress-resistance”, “Document circulation, front and back-offices coordination” and “Successful negotiations” and

     3. Analysis of the premises/building of the Central (Voznesenivsky) ASC.

 

DG East will provide support to Zaporizhzhia CC with analysis of the premises/building of the Central (Voznesenivsky) ASC. The analysis will take into account the space allocation and organizing the Central (Voznesenivsky) ASC, zoning and inclusion. The analysis will take into account space allocation, number of working stations, waiting areas, whether they have comfortable conditions, and sufficient number of working stations. The Specialist will also consider inclusion of people with disabilities.

As an outcome of the Analysis` and recommendations, the number of Central (Voznesenivsky) ASC staff workplaces will increase to 20 (from 16), inclusion design, zoning and customers logistics based on state building standards (DBN) will be considered and the overall quality of administrative services, level of ASC customer`s satisfaction, and ASC staff`s working conditions will improve.

Objective:

This activity will address DG East Objective 2. Increase participation to improve Ukraine’s governance and reform processes and help resolve community problems,

• Sub-Objective 2.3. Improved local governance processes and capacities.

The objectives of the activity are as follows:

• Increase Zaporizhzhia CC ASC capacity to provide administrative services in a more effective manner and increase the number of services.

• Popularize the ASC services by informing city residents and IDPs of the administrative services available to them.

• Improved local governance processes and capacities.

Purpose of Assignment:

Under this activity the Consultant will review the Central (Voznesenivsky) ASC technical legal and support documents, to ensure that the ASC premises are following, local building rules DBN local laws, and create a modern concept of the ASC. The concept will ensure that the working stations and waiting areas are positioned in an efficient so that ASC staff and customers have the most comfortable conditions. In addition, the concept will ensure that people with low mobility have access to the ASC.

Detailed Tasks:

The Consultant will complete the following tasks under this consultancy:

• Conduct a two- two-day training session (offline or online) on functional space allocation. The consultant will train 48 of the ASC staff offline or online, on: “Improving Service Delivery and Working Environment through Proper Zoning (functional space allocation)” and “Major Architectural and Construction Principles Ensuring Better Customer Traffic Management And Customer Satisfaction”.

• Conduct an analysis of the Central (Voznesenivsky) ASC building - For the purpose of equipping the ASC with new furniture and in preparation for an increase in the number of ASC staff from 16 to 20 persons, the Consultant will analyze the processes, procedures of the ASC and will then develop recommendations for internal design of ASC including customer logistics and staff working ecosystem, The Consultant will take measurements, study the venue design and logistics so that it is in line with the pertinent regulations/state building standards (DBN) on inclusion.

• Develop recommendations (PDF/PPP report) for Zaporizhzhia Central ASC regarding the ways to create a modern ASC. The recommendations will include suggestions regarding the positioning of the working stations and the waiting areas so that ASC staff and customers have the most comfortable conditions. In addition, the recommendations will address how to ensure that people with low mobility have access to the ASC.

Deliverables:

The Consultant will deliver to DG East the following deliverables, in accordance with the schedule set forth below.

Deliverable No. 1: Training report. The report will provide details regarding the training conducted for the 48 ASC staff (offline or online). The report will be no longer than 10 pages. The report shall also include the following details:

• Signed participants’ lists.

• Final training program.

• At least 10 pictures/screen shots from each training day.

• Pre- and post-assessment questionnaires / self-examination form for ASC staff

• Main results and outcomes.

• Lesson learned/Solutions/Recommendations.

• Participants’ feedback from each day of training

Timeline October 2023.

Deliverable No. 2: Detailed Analysis of the Central (Voznesenivskyi) ASC premises – the report will include written recommendations (PDF/PPP report) for Zaporizhzhia Central ASC regarding the ways to create a modern ASC. The recommendations will include suggestions regarding positioning of the working stations and the waiting areas so that ASC staff and customers have the most comfortable conditions. In addition, the recommendations will address how to ensure that people with low mobility, have access to the ASC. The report shall be no longer than 20 pages.

Timeline December 2023.

 

Consultant Experience:

The Consultant must have at least the following qualifications

• At least 5 years of experience creating and developing ASCs in Ukraine or another country.

• At least 5 years of experience training and providing consultancies to ASCs on customers logistics; zoning; functionality and comfort philosophy inclusion etc.

• Knowledge and experience with:

     o Modern constructions design in public space,

     o Organizing workplaces in public office,

     o Front - back-office interaction and functionality,

     o People with disabilities policy.

• Knowledge of the local regulations and policy context is required.

• Knowledge of the regional context preferred, and in particular Zaporizhzhia region.

• Ability to write (in English and Ukrainian) the documentation appropriate for the named deliverables in a concise and clear manner.

The selected Consultant must have the ability to draft all technical documents and reports; coordinate with DG East and Zaporizhzhia City Council and ensure compliance with DG East requirements.

Supervision:

The Consultant will work under the guidance of DG East South East Portfolio Director. Final deliverables will be reviewed and approved by Zaporizhzhia City Council and DG East.

DG East will cover accommodation and train tickets to Zaporizhzhia and round trips. Due to the security situation, the Consultant must obtain DG East’s approval for their trip.

Level of Effort:

A total of 28 days of LOE will be required for the activities listed above. The Consultant may work a five-day work week:

• 12 remote days between October 1 – December 15, 2023

• 10 field days between October 1 – December 15, 2023

• 6 travel days October 1 – December 15, 2023

Timeframe:

The timeframe for this assignment will be on or about October 01- December 15, 2023

Place of Performance:

The assignment will take place in Zaporizhzhia City, Ukraine.
