BACKGROUND: The USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, and the consequences of the ongoing war through increased citizen participation, improved service delivery and more responsive governance. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East provides opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives. DG East activities are implemented across four regional portfolios.
JOB SUMMARY: The Communications Manager is responsible for leading implementation of DG East’s communications, managing the production of materials, facilitating outreach to project stakeholders, developing and implementing a communications strategy and outreach plan, producing project success stories, and ensuring timely project reporting to support the project in in meeting its objectives.
REPORTING: This position reports to the Deputy Chief of Party.
PRINCIPLE DUTIES & RESPONSIBILITIES:
• Develop and implement a comprehensive communications plan for the Activity, including core messages, communications approach, target audiences, communications channels, etc.;
• Work with project leadership and team members to develop communications activities that support activity implementation;
• Ensure compliance of all project materials to USAID branding/marking guidelines, including program coordination where necessary;
• Manage production and development of program materials and templates (project one-pager, brochure, banner, brand wall, letterhead, report templates, and other informational materials;
• Collect project information and facilitate submission to USAID, including bullets, weekly updates, flash updates, monthly calendar plans; coordinates quarterly and annual reports’ preparation;
• Build and maintain communications with media aimed at promoting program activity accomplishments;
• Ensure proper coverage of program events and achievements, including
o Inviting media to project events where appropriate and coordinate their participation (jointly with partners and grantees);
o Prepare success stories on project accomplishments in cooperation project team;
o Prepare stories about major events and achievements to be posted on the project website and social media as appropriate;
o Manage preparation and dissemination of project newsletter;
• Manage development and maintenance of project social media account/s on regular basis in accordance with USAID policies and requirements;
• Produce project success story videos and manage project photo library;
• Coordinate program participation in the U.S. Embassy, USAID, and other project and partner events;
• Share information and knowledge with project staff and partners;
• Support monitoring the impact of public awareness/communications activities;
• Manage electronic archive of project communications materials;
• Perform other tasks as assigned by supervisor.
SUPERVISORY RESPONSIBILITIES: N/A
DUTY STATION: Kyiv, Ukraine or other designated location within Ukraine
TRAVEL REQUIREMENTS: Ability to travel throughout Ukraine when requested is required.
QUALIFICATIONS:
• University degree in Journalism, Public Relations, or other relevant fields.
• Minimum of five years of experience in a similar position in terms of the job tasks and responsibilities outlined above. Experience working on USAID-funded programs strongly preferred.
• Experience designing and carrying out public awareness campaigns and media, outreach, and communications strategies, and coaching peers in communications skills.
• Understanding of USAID rules and regulations related to communications programs.
• Advanced skills in all Microsoft Office applications, including Word, PowerPoint, and Excel.
• Excellent interpersonal skills in the context of interacting with international and Ukrainian officials, civil society organizations, staff members, as well as with the general business community and Government of Ukraine agency representatives.
• Demonstrated initiative and self-motivation in handling all assigned tasks.
• Fluency in English and Ukrainian required.
