Фонд підтримки реформ в Україні відкриває конкурс на вакансію Експерта сфери інтелектуальної власності у проєкті «TIPSTER: торгівля, підтримка інтелектуальної власності та технічне регулювання» для сприяння Міністерства економіки України у реалізації завдань розвитку національної сфери інтелектуальної власності та гармонізації профільного законодавства з правовим полем ЄС (Acquis Communautaire).

Проєкт TIPSTER реалізується ГС «Фонд підтримки реформ в Україні» за фінансової підтримки уряду Німеччини в межах проєкту міжнародної співпраці ReACT4UA («Застосування та імплементація Угоди про асоціацію між ЄС та Україною у сфері торгівлі»), виконавцем якого є німецька федеральна компанія Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Проєкт спрямований на підвищення конкурентоспроможності та стійкості українських малих і середніх підприємств, особливо з огляду на вступ до ЄС.

Основні завдання:

- підготовка оглядів та розроблення пропозицій щодо актуальних положень Acquis Communautaire у сфері інтелектуальної власності з метою їх імплементації в Україні;

- підготовка аналітичних матеріалів щодо інституційних засад та напрямків удосконалення системи правової охорони інтелектуальної власності Україні за окремими напрямами;

- участь в підготовці пропозицій до проєктів нормативно-правових документів для гармонізації законодавства України з актами ЄС у сфері інтелектуальної власності, захисту та трансферу технологій

- розроблення пропозицій щодо:

1. імплементації найкращих практик регулювання питань, що пов’язані з охороною прав на об’єкти інтелектуальної власності та вже реалізовані в іноземних країнах, а також міжнародними та/або регіональними профільними організаціями;

2. актуальних завдань для сфери інтелектуальної власності України щодо підтримки розвитку інновацій, стартапів, технологій, зокрема з використанням «штучного інтелекту»;

3. впровадження інструментів з царини інтелектуальної власності для розвитку креативних індустрій, а також інших економічних та дослідницьких секторів, які пов’язані із сферою інтелектуальної власності;

- розроблення пропозицій для національної стратегії розвитку сфери інтелектуальної власності Україні;

- участь в експертних обговореннях та заходах, взаємодія з профільними установами державної системи правової охорони інтелектуальної власності України.

Кваліфікаційні вимоги:

- профільна вища освіта;

- досвід професійної діяльності у сфері інтелектуальної власності від 5 років;

- досвід підготовки проєктів концепцій, стратегій для органів влади України або пропозицій щодо вдосконалення нормативно-правового поля сфери інтелектуальної власності разом з виконанням функцій, що потребують високого рівня аналітичних та комунікаційних навичок;

- вільне володіння українською, англійською та/або німецькою мовами.

Досвід участі в заходах з реформування державної системи правової охорони інтелектуальної власності в Україні, а також досвід роботи в рамках імплементації профільних положень Угоди про Асоціацію з ЄС щодо сфери інтелектуальної власності буде перевагою.

WE ARE LOOKING FOR AN EXPERT IN THE FIELD OF INTELLECTUAL PROPERTY IN THE PROJECT TIPSTER

The Foundation for Support of Reforms in Ukraine is opening a competition for the vacancy of an expert in the field of intellectual property in the project «TIPSTER: trade, support of intellectual property. and technical regulation» to assist the Ministry of Economy of Ukraine in implementing the tasks of developing the national field of intellectual property and harmonizing relevant legislation with the legal area of the EU (Acquis Communautaire ).

The TIPSTER project is implemented by the NGO «Foundation for Support of Reforms in Ukraine» with the financial support of the German government within the framework of the international cooperation project ReACT4UA («Application and implementation of the Association Agreement between the EU and Ukraine in the field of trade»), the executor of which is the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project aims to increase the competitiveness and sustainability of Ukrainian small and medium-sized enterprises, especially given the accession to the EU.

Main tasks:

- Preparation of reviews and development of proposals regarding current provisions of the Acquis Communautaire in the field of intellectual property with the aim of their implementation in Ukraine;

- preparation of analytical materials regarding the institutional foundations and directions for improving the system of legal protection of intellectual property in Ukraine in separate orders;

- participation in the preparation of proposals for projects of regulatory and legal documents for the harmonization of Ukrainian legislation with EU acts in the field of intellectual property, protection, and technology transfer;

- development of proposals regarding:

1. implementation of the best practices for the regulation of issues related to the protection of rights to intellectual property objects and already implemented in foreign countries, as well as by international and regional specialized organizations;

2. urgent tasks for the sphere of intellectual property of Ukraine regarding the support of the development of innovations, startups, and technologies, in particular with the use of “artificial intelligence”;

3. introduction of intellectual property tools for the development of creative industries, as well as other economic and research sectors related to the field of intellectual property;

- development of proposals for the national strategy for the development of the sphere of intellectual property in Ukraine;

- participation in expert discussions and events, and interaction with specialized institutions of the state system of legal protection of intellectual property of Ukraine.

Qualification requirements:

- specialized higher education;

- experience in professional activity in the field of intellectual property for 5 years;

- experience in preparing concept projects, strategies for Ukrainian authorities, or proposals for improving the regulatory and legal field of intellectual property, together with the performance of functions that require a high level of analytical and communication skills;

- fluency in Ukrainian, English, and German.

Experience in participating in measures to reform the state system of legal protection of intellectual property in Ukraine, as well as experience in the framework of the implementation of specific provisions of the Association Agreement with the EU in the field of intellectual property, will be an advantage.
