DAI is seeking qualified candidates for the full-time position Regional Procurement and Logistics Officer in Kyiv or other regional HOVERLA project office in Ukraine (Poltava, Lutsk, Lviv, Zhytomyr, Rivne, Odesa, Uzhhorod) to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. The purpose of HOVERLA Activity is to facilitate the creation of Ukrainian local governance systems and processes that are more self-reliant, accountable to citizens, inclusive and able to provide services. The Activity has three objectives:

  • •  Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • •  Objective 2: More self-reliant subnational governance
  • •  Objective 3: Citizens play an increasingly influential role in local governance processes 

 

Position Overview

The Regional Procurement and Logistics Officer is a key member of the HOVERLA Procurement and Logistics team, responsible for coordinating and managing procurement and logistics activities. The officer ensures compliance with USAID, DAI rules and regulations, and HOVERLA policies and procedures. This role requires strong knowledge of procurement and logistics management, as well as the ability to work collaboratively with various stakeholders. The Regional Procurement and Logistics Officer will report to the Senior Procurement Officer and work closely with the Kyiv Procurement and Logistics teams.

 

Location and Reporting

The Regional Procurement and Logistic Officer will be based in Kyiv, Ukraine, or any regional project offices in Lviv, Poltava, Odesa, Zhytomyr, Uzhorod, Rivne and Lutsk, and will report to the Senior Procurement Officer. 

 

Objectives and Duties

Procurement and Logistics Coordination:

  • •  Identify and track potential procurements with project teams, and update procurement pipelines and projections.
  • •  Assist Kyiv Procurement and Logistics teams in administering contracts, purchase orders, and subcontracts.
  • •  Manage procurement and logistics processes in the field, including solicitations, evaluations, selection, and post-award activities.
  • •  Maintain vendor relationships, contacts, and pre-qualification lists.
  • •  Maintain purchase order and subcontract files, ensuring they are audit-ready and include all necessary documentation.
  • •  Coordinate with the regional and technical teams on procurement and logistics requirements.
  • •  Ensure adherence to USAID, DAI, and HOVERLA policies, procedures, and controls for procurement and logistics management.

Policies and Procedures:

  • •  Ensure compliance with DAI/USAID and FAR policies and procedures.
  • •  Help project staff become more familiar with DAI procurement and logistics policies and procedures.
  • •  Perform regular spot audits of procurement and logistics files to ensure completeness, accuracy, and compliance.
  • •  Assist and collaborate in external or internal audits as necessary.
  • •  Maintain an up-to-date list of Vendors by obtaining and organizing supporting documentation on activities.

Procurement and Logistics Management Systems:

  • •  Consistent usage of DAI’s operations & procurement systems (TAMIS) in managing procurementand logistics processes.
  • •  Maintain electronic records & files in required DAI’s systems.
  • •  Train other DAI staff in the use of procurement and logistics systems, as necessary.
  • •  Ensure complete backup documentation for procurements is submitted to the project’s Finance Team for payment.
  • •  Effectively serve as a liaison between the program team and the financial team to provide the documentation necessary to issue payments related to the activities.

 Reporting and Monitoring:

  • •  Prepare regular reports on procurement and logistics activities for Procurement and Logistics Team
  • •  Support the Senior Procurement Officer in tracking procurement activities and delivery status of goods and services.
  • •  Conduct price/cost/reasonability analyses and provide input for source selection documentation.

 

Qualifications:

  • •  Bachelor’s degree in Business Administration, Management, Procurement, Logistics, or a related field.
  • •  6 years of experience including 2 years of experience working in procurement and logistics for donor-funded projects, preferably with USAID projects.
  • •  Strong knowledge of procurement and logistics processes and best practices.
  • •  Fluent in Ukrainian, with strong English language skills preferred.
  • •  Excellent interpersonal, communication, and organizational skills.
  • •  Ability to build effective relationships with clients, peers, and stakeholders.
  • •  Proficiency in MS Office Suite and familiarity with electronic management systems such as TAMIS and SharePoint.
