DESPRO NGO is looking for qualified and motivated professionals to join the DESPRO team implementing Repair Facilitation Ukraine project, in Kharkiv region:
- Circular Construction Project Manager (8 months, with possible prolongation, Full-time)
- Structural engineer (8 months, with possible prolongation, 70%).

Job Description:

Circular ConstructionProject Manager (CC PM)

      Tasks and responsibilities:

  • Carrying out stakeholder analysis of local construction sector (incl. opportunities and needs)
  • Doing technology research and networking with other actors of the CC sector
  • Identify possible site(s) for sorting yard & advisory office and list of needed items & works
  • Organizing stakeholder workshop (professionals, NGOs, Mun officers)
  • Drafting and negotiating MoUs with municipality and other partners to define collaboration on the CC project
  • Managing the establishment and running of a CC advisory office hosted by the municipality (physical and online representation)
  • In collaboration with municipality, identify location and manage purchase and installation of required equipment at sorting & storage yard and advisory office
  • Support municipality in managing consultative process with construction sector actors for the elaboration of procedures and work plan that define the demolition and re/upcycling of concrete projects.
  • Support municipality in the coordinated dismantling of heavily damaged buildings in collaboration local private sector actors
  • Together with municipality, advices and organizes support to involved entrepreneurs in transporting, storing, processing and upcycling of recycled material
  • Assists  involved entrepreneurs  in  feeding  online market  places with  data  for  reusable  building material
  • Availing (local and international) knowledge, technologies and best practices of circular construction, links to related initiatives, access to material etc. on the repair hub website
  • Documents local reuse, upcycling and housing repair projects demonstrating smart initiatives of circular construction
  • Designing and publishing the Smart Circular Repair Awards (through local media)
  • Contributes to the project related monitoring, reporting, evaluation and communication activities
  • Contributes to the reviewing of the project and the designing of an upscaling strategy
  • Contributes to  promoting  Circular  construction principals  on  existing  platforms  at  national and regional level
  • Ensure mainstreaming of principles of the circular construction to all related project activities including Repair Hubs
  • Coordinates with managers of other project components, i.e. repair hub & grant, CfR and MAB repair

Structural Engineer

Tasks and responsibilities:

 

  • Assessing damages on the building structure (i.e. caused by explosions or fire) of pre-selected houses of the CfR program
  • Verifying damage-categorization and giving clearance for inclusion into CfR program
  • Writing damage assessment reports with technical solutions for repair (i.e. for houses with suspected structural damage)
  • Provides technical advice to beneficiaries and contractors on appropriate repair solutions (materials, technologies etc.), also feeding into the beneficiary agreements
  • Carries out follow-up visits to beneficiary households, in line with agreed project processes, to monitor progress, do quality control and provide technical advice.
  • Provides input for release of cash grants tranches to beneficiaries
  • Provide input to harmonize the Cash-for-Repair program’s methods and tools with national

construction standards, including, if needed, fire protection regulations

  • Contributes to the assessments and feasibility studies of damaged multi-apartment buildings (MABs) and provides input on repair options and implementation strategy
  • On request, contributes to technical designs and drawings for repair/reconstruction of MABs
  • With instructions and guidance from Skat backstoppers, systematically documents the damage assessment, categorization and repair process of the CfR and MAB programs, in order to collect (on structured database), investigate and illustrate good and bad practices
  • With guidance and support of Skat backstoppers, develops damage assessment guidelines and/or check lists for homeowners and site inspectors (from municipalities, DESPRO or other actors)
  • With guidance and support of Skat backstoppers, develops relevant repair-guidelines and/or checklists for construction professionals (but also house owners and staff from DESPRO, municipality or other actors)
  • On demand, develops and conducts short Crash-Courses to key stakeholders on damage analysis and repair
  • Provides frequent oral and written updates to DESPRO Team leader and Skat backstoppers
  • Closely coordinates his activities with DESPRO field team (i.e. the CfR site managers) and where necessary with teams of other program components
  • Assesses and follows up on opportunities for the inclusion of circular construction concepts & technologies into the CfR and MAB program components and coordinates with relevant colleagues
  • Contributes to the project related monitoring, reporting, evaluation and communication activities
  • Contributes to the reviewing of the project and the designing of an upscaling strategy
