Program Associate, MIS - Ukraine

OVERALL RESPONSIBILITIES

The MIS Program Associate (PA) provides management information system (MIS) and IT support to the Ministry of Health (MOH) and their counterparts with their HIV/AIDS and Tuberculosis activities in Ukraine. S/he will lead the rollout and implementation of the electronic Tuberculosis Manager (e-TBM) System developed by SPS, and will assist with the assessment of existing computerized HIV/AIDS management information systems.The MIS system specialist works very closely with the MSH team responsible for system development and support. She or he is involved in the electronic generation of routine programmatic, analytic and strategic information to support Monitoring and Evaluation (M&E) and health system reporting requirements in Ukraine.

QUALIFICATIONS:

1. Bachelor’s degree in Computer Science or in-service qualification in Management of Health Information Systems, or other related discipline.
2. At least two (2) years experience in an independent MIS position with advanced MIS and/or computational responsibilities.
3. Demonstrated intermediate computer skills in Microsoft Office Suite applications including Word, Outlook and other electronic mail applications; advanced skills in spreadsheet and database management including Excel and Access.
4. Demonstrated data entry and analytical skills.
5. Demonstrated knowledge and skills in maintaining electronic tools and programs especially in health system information management is preferred.
6. Proficiency in computer hardware and software support.
7. Detail oriented with excellent interpersonal skills and ability to work in a team.
8. Ability to work independently, prioritize tasks and to take initiative
9. Experience with Ukraine public health sector and familiarity with USAID preferred.
10. Hold a valid driving license.
11. Willingness and ability to travel to the different sites and districts in Ukraine.
