Purpose of the Role
Currently TechSoup is looking for a Monitoring, Evaluation and Learning Manager who is motivated to make an active and lasting contribution to building a better environment for civil society in Central and Eastern Europe. You will be working closely with the leadership team in Europe, the TechSoup Global Network, and other contributors outside the organization.
Your duties and responsibilities
• Contributing, on the Program level, towards the creation of an organizational culture that promotes Monitoring, Evaluation and Learning and understands its link to quality and accountable programming.
• Ensuring and maintaining strategic alignment and relevance of the Monitoring, Evaluation and Learning processes of the Program to the TechSoup's policies and strategies.
• Holding accountability for designing (in collaboration with Program team, Partners, Experts and relevant stakeholders) and implementation of Monitoring, Evaluation and Learning Plan for TechSoup Europe Program, and its portfolio of Projects.
• Providing portfolio of relevant processes, methodologies, systems and tools for MEL Plan implementation. This includes for example: processes and tools for data collection, management, and analysis, setting up and tracking indicators, reporting.
• Providing MEL standards and guidelines for the Program team, Partners and external contractors, this includes proper documentation and trainings. Accountable for consistency and quality of MEL activities across the Program.
• Developing and implementing Learning Agenda for the Program team, Partners and relevant Program stakeholders, standards, methods and tools facilitating knowledge sharing internally and externally, as well as innovative approaches and the use of digital resources to maximize learning and organizational growth.
• Holding accountability for execution of Program MEL Plan, in close collaboration with Program team, Partners and external evaluators. Implementation of MEL Plan on regional and/or country level, supervision of Partners implementing MEL Plan in their respective regions and/or countries.
• Conducting ongoing monitoring of the Program progress, and all phases of evaluation.
• Ensuring the maintenance of the quality of collected data.
• Regular reporting (internal as well as for external stakeholders, including Donors).
• Providing donor, partners and stakeholders with timely and accurate information regarding the impact, outcomes, outputs developed and the progress towards anticipated Program results.
• Providing summary of internal Program learnings and results for future, sharing with the Program team, Partners and relevant stakeholders.
• Planing and conducting research and mapping in area of MEL, to constantly master TechSoup standards.
• Contributing to Program development, especially in area of MEL. Collaborateing with Development team on proposals.
Education and experience:
• Graduate degree in relevant field, such as Social Sciences, or a combination of education and experience that yields the required competencies.
• Minimum 3 years of experience in Programs/Projects MEL development and implementation.
• Knowledge and direct experience with education and capacity building programs, preferably for CSO sector.
• Significant professional experience of working in an international environment.
• Hands-on experience with key concepts and tools like the Logical Framework (Log Frame), Theory of Change, Results Frameworks, Key Performance Indicators.
• Knowledge and direct experience in MEL methodologies, techniques and good practices.
• Extensive experience in the use of spreadsheets and analytical tools like MS Excel (knowledge of other data analysis applications will be an added advantage), experience in SPSS, Stata or any statistical tools will be an advantage.
• Extensive experience in data collection and analysis software such as online survey tools (e.g.: SurveyMonkey or Alchemer).
• Experience with report preparation.

• Fluency in English. Any other language from Central and Eastern Europe would be an advantage.
