Senior Technical Advisor

OVERALL RESPONSIBILITIES

The SPS/Ukraine Senior Technical Advisor (STA) is responsible for coordinating and managing all activities for the Strengthening Pharmaceutical Systems (SPS) Program in Ukraine. He or she is the primary liaison between SPS and the USAID/Ukraine Health Team, the Ministry of Health, the HIV/AIDS Centre , TB Center, other stakeholders and partners involved with HIV/AIDS and TB pharmaceutical and commodity management activities. He/she also works closely with other respective USAID implementing partners in Ukraine. The STA manages the SPS/Ukraine office, and works closely with SPS/Arlington to ensure that MSH/CPM/SPS plans and activities effectively address priority pharmaceutical and commodity management needs especially in the context of HIV/AIDS and TB. As the lead person for the SPS team in Ukraine, he or she supervises staff and coordinates closely with other program staff to ensure the timely and coordinated delivery of SPS products and activities.

QUALIFICATIONS

  1. Advanced degree in a health related field including medicine, pharmacy, public health, health management or other related discipline is required.
  2. Demonstrated experience in managing a similar project field office/field activities.
  3. Demonstrated managerial and organizational skills with flexibility to adapt to changing priorities and deadlines.
  4. Familiarity with public health systems in Ukraine and Eastern Europe, with a good understanding of key TB and pharmaceutical management issues is strongly preferred.
  5. Experience working with HIV/AIDS and TB programs is preferred.
  6. Experience working with USAID-funded programs is desirable.
  7. Demonstrated experience coordinating with programs supported by international agencies such as the WHO, World Bank, the Global Fund, and bilateral agencies such as USAID.
  8. Excellent interpersonal skills; demonstrated ability to interact professionally with a culturally diverse staff, clients, and consultants.
  9. Proficiency in Ukrainian and English, including reading, writing, and speaking skills, with ability to write lucid technical reports and documents in English is required. Proficiency in Russian is helpful.
  10. Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
  11. Ability and availability to travel within Ukraine and internationally as needed.
