Lead Engineer Caritas Kyiv

Position: Lead Engineer
Category: Engineer
Accountability: Reports to the project coordinator
Department: Humanitarian Response

Job Background and Summary:

As a member of a USAID/BHA funded project that focuses on winterization and provides shelter and cash assistance in conflict-affected areas of central Ukraine, your primary responsibility will be to lead construction quality and progress inspection for the contracted construction projects.

Specific Job Responsibilities

Supervise field engineers and provide adequate orientations and guidance to manage field tasks.
Support the identification of the damaged houses and household contacts.
Lead the engineers to conducts household and community assessments and recommend interventions which respond to the needs and vulnerabilities of the population based on CUA guidance.
Provide guidance to ensure that work complies with relevant local, national and international standards and regulations for quality, safety and the environment, and reflect industry standards and agency best practices
Lead the field engineers to conduct site inspections to ensure that contract construction is in accordance with design specifications.
Review the submitted BOQ, monitoring, evaluation and inspection forms.
Assign selected numbers of BOQs to the contractors based on their capacity and allocate monitoring team for supervision of the repairs.
Collate recommendations to the contractors based on the inspection reports.
Submit payments and track contractor performance and productivity.
Manage project documentation and submit periodic reports.
Coordinate with other Caritas Ukraine departments concerning all aspects of project implementation.
Promote safety driven construction practices (safety culture) by regular review of project site safety initiatives and compliance by contractor


Qualifications:

Bachelors Degree in Civil Engineering or equivalent field experience. Professional engineering license is a plus.
Must have at least 5 years experience in QA/QC, building inspection, or construction management, with a balanced awareness of how to effectively manage contractor performance.
Thorough knowledge of local building codes and design standards
Proficient in MS Office applications (Word, Excel, Outlook Access– and ideally MS Project).
Fluency in English with good verbal and written communication skills
Effective inter-personal skills, consensus-building;
Planning and organization skills and analytical approach;
Demonstrated experience of integrity and professionalism

Work environment:
The engineer will be based in the Caritas Kyiv office, and will work up to 40% in the field and 60% in the office.
Expected daily working hours are 8 hours with a 5-day working week
Position requires flexibility and the capacity to deal with ambiguity and change.
