Terre des hommes is looking for a proactive, energetic, and organised HR & Admin Officer, to join its team in Kyiv, Ukraine, to support in the implementation of its projects.

ROLE DESCRIPTION

Under the supervision of HR Manager, the HR & Admin Officer is responsible for the implementation, guidance and execution of the HR and administrative practices and objectives and supports a high-performance team culture that emphasizes employee engagement, performance management and development of the staff. The HR & Admin Officer is responsible for the maintenance of processes and metrics that support the achievement of the project’s goals, which includes ensuring compliance with the national labor law as well as Tdh’s and donors’ logistics and human resources policies, procedures, and regulations.

MAIN RESPONSIBILITIES

  •  Ensures the correct management of the HR processes for the national collaborators (from hire to retire);
  • Ensures the correct management of HR administrative processes (tracking of personal folders, work contracts, social insurances, application of labor legislation according to the national legislation, travel management);
  • Manages the work contracts and dismissal procedures with the aid of local legal support;
  • Manages the human resources databases, timesheets, salary slips and payments;
  • Creates and tracks the planning of yearly appraisals;
  • Acts as the HR Focal Point and contributes to the development of the HR system and policies at the delegations and regional level;
  • Applies HR practices and policies according to the regional and global guidelines and strategy, respecting local law and requirements;
  • Supervises administrative organization of country offices to ensure legal protection of expat and local personnel and full compliance with local taxation law requirements;
  • Makes sure the formalities required by the local authorities are fulfilled in all official documents;
  • Establishes and supervises a proper filing system for all the HR and admin documents and is in charge of the necessary security measures;
  • Identifies the needs, chooses the suppliers, sets and supervises the budget tracking systems;
  • Ensures the logistics and administrative management of expatriate staff and visitors;
  • Identifies the needs related to IT equipment in all the offices and verifies necessary requirements;
  • Supervises the purchase, distribution, use and repairs of all office equipment;
  • Supervises the usage of communication tools and ensures its validity and proper functioning;
  • Development and amendments to the collective agreement, internal labor regulations, labor protection rules, regulations and modules in the organisation.
  • Keeping personnel journals and similar documentation, employment records in labor books, including electronic, personnel orders, including business trips.

 

YOUR PROFILE

  •  University degree from an accredited educational institution in a relevant field (Human Resources Management, Social Sciences, Social Work and Social Administration, Economics, Public Administration). Professional HR certification is desirable.
  • Good practical knowldege of national labour law;
  • Minimum 2 year of experience in similar role, preferably with an international non-governmental organization;
  • Excellent organizational skills and ability to prioritize;
  • Excellent record keeping and documentation skills;
  • Receptive, inquisitive, capacity to question and propose new ideas and pragmatic solutions;
  • Ability to interact with all levels of staff;
  • Strong interpersonal and team skills; ability to build relationships and trust;
  • Experience in coaching and team building is an added value;
  • Capacity to take initiative and be decisive, respect deadlines;
  • Strong work ethic and the ability to work well independently and as part of a team;
  • Fluent oral and written skills in English and local language.
