NRC Ukraine is looking for 3 Finance Coordinators with different focuses:

  1. Accounting;
  2. Grants;
  3. Partnership.

Duty station for all positions - Country Office Ukraine (Lviv or Kyiv, depend on security situation).

Role and responsibilities

The purpose of a Finance Coordinators is to implement delegated area of responsibility.

The following is a brief description of general responsibilities and required competencies for all 3 Coordinators.

Generic responsibilities:

  • Implement NRC’s systems and procedures at area level
  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirement
  •  Prepare and submit reports and analysis
  • Ensure proper filing of all support documents
  • Support line managers in procedures and require support team trainings
  • Management of support team
  • Ensure that the accounting, monitoring and reporting are according to procedures
  • Support project staff in financial matters
  •  Maintain budget control and monitor cash flow for the area  and country offices upon request

Competencies

  • At least 3 years’ relevant experience handling grants and finance, in increasingly responsible roles
  • Experience from working as a Finance Coordinator/Officer in a humanitarian/recovery context
  • Hold a first degree preferably Bachelors (finance & Accounting)
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, Russian and Ukrainian, both written and verbal

Specific responsibilities per each Finance Coordinator position

Finance Coordinator (Accounting)

  • Prepare and submit reports and analysis.
  • Liaise with HR in Kyiv and Finance in the field offices to prepare staff salary allocation
  • Generate monthly Budget Versus Actual report (BvA) per project and per area offices.
  • Facilitate monthly Budget versus Actual (BvA) reports with budget holder and follow up on action points.
  • Verification of financial transactions per projects.
  • Liaise with HR in the Area offices and area managers in the field offices to prepare monthly staff salary and other operation cost allocation.
  • Provide information to Finance Manager and area manager during proposal budget preparation to ensure staff positions and other support cost are fully funded
  • Traveling to the NRC field offices in order to assist NRC staff on the financial issues.
  • Check and verify NRC Kyiv payrolls before payments are made
  • Be proactive in communication with budget holder and ensure that new changes in the financial reporting tools are taken on board.
  • Assist Finance team on preparation of financial donor’s reports.
  • Assist finance team to maintain Master budget updated upon Finance Manager’s request
  • Promote exchange of information and cooperation with relevant department in main office as well as with Project managers and coordinators

Finance Coordinator (Grants)

  • Provide up-to-date analysis and required reports of the financial situation in the projects and the programme to the Finance Manager, Head of support unit, Programme Director, Area Managers, Programme Managers, Project Coordinators and the head office (HO) in Oslo upom request
  • Ensure that the accounting, monitoring and reporting are according to procedures (Finance)
  • Support project staff in financial matters (Finance)
  • Maintain budget control and monitor cash flow for the area (Finance)
  • Assist budget holder in preparation of budgets (Draft budget)
  • Maintain Master budget update.
  • Be proactive in communication with donors to ensure that new donor requirements are taken on board
  • Promote exchange of information and cooperation with relevant department in main office as well as with Project managers and coordinators
  • Facilitate monthly Budget versus Actual (BvA) reports with budget holder and follow up on action points.

Finance Coordinator (Partnership)

  • Consolidate and check financial reports, fund requests and budget of member agencies in a timely and up to a high standard as the grant calendar dictates. 
  • Maintain high standard filing of NRC’s partners records for all financial and accounting deliverables to ensure ease of access during internal/external audit 
  • Play leading role in organizing consortium staff coordination meetings and trainings 
  • Monitor budget utilization of the partners 
  • Ensure that financial systems & records from all the implementing agencies are adequate in order to identify and protect the assets & interest of the Consortium.  
  • Participate in the review, monitoring and capacity building of partners. 
  • Work with NRC’s partners to ensure that relevant donor finance rules are followed for all grants with periodical reviews of the finance documentation.  
  • Provide support to partners to ensure consistent compliance with the terms of sub-grant agreements, including financial management and compliance with donor regulations, as needed. 
  • Conduct visits to member agencies’ offices where necessary for periodical review of records and have a thorough understanding of activities in the field and recommend corrective actions for improvement. 
  • Under the guidance of Finance Manager to keep track of lessons learned and share with partners during the course of implementation. 
  • Maintain an efficient system of internal controls which comply with  financial guidelines to minimize the risk of fraud or misappropriation. 
  • Ensure that all financial records & accounts are compiled timely, accurately and in line with international accounting standards & donor regulations.        
  • Review and consolidate financial reports, fund requests and budget of member agencies in a timely and up to a high standard as the grant calendar dictates. 
  • Monitor budget and maintain accounting records for the NRC component of the project. 
  • Support the NRC finance team in month-end closure routines in close coordination with NRC’s Finance Manager. 
  • Assist the NRC in the coordination and management of internal and external audit procedures.  
  • Other duties as may be assigned by the Line Manager.

  • Type of contract: national employment contract, 12 months with the possibility of extension subject to funding availability and satisfactory performance
