PROGRAM BACKGROUND

Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
HI is currently opening a multi-sectoral life-saving assistance to displaced and non-displaced populations in Ukraine such as :  Protection, shelter, health, NFIs, food security and livelihoods, water, sanitation, hygiene, and education and strengthening and supporting access to mental health and psychosocial support; provision of basic and domestic items including food, unrestricted cash assistance, and core relief items.

General Mission

The IT Officer is responsible for the maintenance, proper management, follow-up and monitoring of the country’s IT and telecom equipment, tools and services in compliance with HI’s rules and procedures. He/she will also ensure the training of users in order to guarantee the proper use of IT services and equipment. He/she reports to the country Log Manager

 

Missions/Responsibilities

 

Mission 1: To ensure and/or guarantee the general management and monitoring of the country’s ICT equipment

 

  • Checks all purchase requests for office automation, computer and communication equipment;
  • Contributes to the ICT equipment procurement process (specifications, supplier evaluation, purchase contract, etc.)
  • Receives all office automation, computer and communication equipment; and integrates new equipment into a tracking table.
  • Secures loan equipment (has loan certificates or loan sheets signed for each loan of equipment) and ensures strict and rigorous follow-up to avoid loss or theft;

 

 

Mission 2: Supervise the security of equipment and the proper use of IT and communication resources in the country.

 

  • Ensure that workstations comply with IT standards 
  • Ensure that anti-virus software usage guidelines are followed, that updates are deployed to individual workstations and that anti-virus protection is constantly monitored. 
  • Install and maintain the mission’s local networks to standard (router, Wifi AP, NAS server, Internet modem).
  • Respond to daily requests to change email addresses and update user passwords or any other programme-specific requests.
  • Is the focal point for telecommunications (mobile phone line and telephone communication with the supplier, purchase of mobile phones). Participate in the negotiation and monitoring of contractual conditions.

 

 

Mission 3: Ensure efficient service to users:

  • Ensure daily monitoring of computer equipment performance and troubleshooting.
  • Ensure installation and minor repairs of hardware, software and peripheral equipment in accordance with design or installation specifications.
  • Maintains computers, printers/scanners and performs daily/monthly checks to ensure that maintenance tasks have been completed.
  • Provide users with software support for file sharing, email, etc.

Qualification(s):

 

E   Essential secondary education and formal technical training. Certifications in the domain would be an asset

 

Experience (type and amount of experience) :

 

 

E   More than 1 years’ experience in the IT field

E   Previous experience working in humanitarian programs

E   Previous experience with HI.

 

Skills (knowledge, abilities required for the position, refer to skills repository document) :

 

E   Excellent communication and writing capacities in English

E   Proficient: Microsoft Word, Excel, PowerPoint

E   Knowing how to simplify and prioritise

 

 

E   Being capable of helping team members to plan and review the drafted plans

Salary: As per HI salary scale

Duration of Contract: 2 months with possibility of renewal based on performance and funding availability.
