Since 2008, Pact has been implementing USAID’s civil society programs in Ukraine, including the USAID/ENGAGE activity, which was launched in October 2016 (www.facebook.com/usaidengage, https://engage.org.ua/).

Pact is seeking a consultant to provide the set of services related to conduction of semi-structured online interviews with stakeholders (donors, peer CSOs and сonstituency representatives) within the repeated Organizational Journey to Self Reliance Assessment.

Period of performance: February 2022 – April 2022 (1.5 months)

Duties and Responsibilities

• Collect and systematize contact information on stakeholders from 6 ENGAGE partner CSOs
• Schedule interviews with stakeholders and prepare a master schedule (timeline)
• Conduct up to 48 semi-structured online interviews with stakeholders (donors and peer CSOs) using the questionnaire developed by Pact
• Document each interview and transcript it preferably in English, but Ukrainian is also acceptable
• Prepare aggregated notes for each organization under assessment that would group information gathered from the interviewees
• Support ENGAGE analytical team with clarifications for interview notes (if/when needed)

 Deliverables

• Master schedule of interviews with stakeholders
• Transcripts of up to 48 semi-structured online interviews with stakeholders
• Aggregated notes for each organization under assessment which group information gathered from the interviewees
• Spreadsheet with aggregated quantitative data from interviews

 Requirements:

• Master’s degree or equivalent in Political Science, Social Sciences, Public Relations, International Relations, Public Administration, Journalism, Communication, Media, or similar fields
• Experience related to planning and conducting surveys, data analysis, and stakeholder engagement
• Understanding of political and civic landscape and civil society sector’s development in Ukraine
• Analytical and technical skills
• Attention to detail, accuracy, ability to multitask, proactiveness, fast thinking
• Fluency in English, Ukrainian, and Russian
