Organizational Setting
FAO Ukraine is a project management Office headed by the Regional Programme Leader, under operational responsibility of the Regional Office for Europe and Central Asia, contributing to the development of national policies, programmes and projects to achieve food security and to reduce malnutrition, develop the agricultural, fisheries and forestry sectors, and the sustainable use of environmental and natural resources.
Reporting Lines
The Project Specialist reports to the Head of Office in Ukraine (FAOUA) and works under direct supervision of the Head of Field Office in Kramatorsk, and in coordination with relevant units.
Technical Focus
The Project Specialist will be responsible for provision and assistance in programmatic and operational support to the implementation of multi-agency programme EU Support to the East of Ukraine – Recovery, Peacebuilding and Governance.
Tasks and responsibilities
- Support the project’s implementation in line with work plans, M&E framework and communication requirements.
- Contribute to the analysis of technical-related issues for the development, implementation and evaluation of the project in line with the Narrative Work Plan (NWP), Scheduled Work Plan (SWP), Project Implementation Plan (PIP), Project Staffing Plan (PSP), Project Procurement Plan (PPP) and Project Budget (PB).
- Gather information to support drafting key project’ documents and initiate the preparation of progress reports.
- Timely initiate the draft and preparation of Letters of Agreements.
- Monitor contractual obligations and reporting of service providers and consultants.
- Timely contribute to the maintenance of the procurement plan.
- Support identifying issues arising from cooperating partners and respond appropriately or escalate to management as applicable.
- Provide contents to the communication team in accordance with the project’s communication plan.
- Organize the Project related meetings as well as seminars, trainings, workshops or other; take notes and draft meeting minutes.
- Participate in internal and external meetings at the request of supervisor, take notes and draft meeting minutes if requested.
- Support processing and managing routine administrative and financial tasks in various functional areas, to contribute to effective and timely management of resources.
- Take responsibility for the maintenance of set standard systems and files, to ensure information is accurate and readily available for the function.
- Follow up on the payments to Service Providers
- Conduct site visits and organize meetings with key partners and stakeholders upon needs.
- Collect, process and clean, project data, upon needs.
- Support identifying issues arising from cooperating partners and respond appropriately or escalate to management as applicable.
- Assist with translation of the documents and other correspondence and provide interpretation on as needed basis
- Perform any other duties as required by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in Business Administration, Economics, Finance, Social sciences, etc.
- Minimum 3 years of relevant experience in administrative and office support work.
- Language skills: Working knowledge (Level C) of English; fluency in Russian and Ukrainian
- IT Skills: Good knowledge of MS Office applications, Internet and office technology equipment. Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in an appropriate format.
