URCS announces the competition of Project manager for the Project «Addressing social vulnerabilities in Ukraine through localization and youth engagement».
Purpose
To coordinate the implementation of a two-year project with the following objectives:
- Relevant, timely and quality (psycho)social services provided to vulnerable persons.
- Local youth groups are empowered to become agents of change in their local communities by development and implementation of small-scale community development initiatives.
- URCS branches have increased organizational capacities, improved volunteer management and mobilize resources
Qualifications:
- Must have experience:
- Knowledge of project management cycle, methodologies and tools
- Three and more Project management experience, preferably in the humanitarian sector;
- Project monitoring and reporting skills.
Desirable experience:
- attracting resources and building partnerships;
- volunteering or volunteer management;
- development of the youth movement;
- development of a network of organizations
- Strong skills in written and oral English, Ukrainian and/or Russian;
Proficiency in MS Office, Outlook, Teams, SharePoint at the level of a confident user;
- Skills of compiling infographics;
- Ability to multi-task and work under stressful conditions to meet deadlines.
- Excellent coordination skills, including the ability to liaise with various agencies/individuals, organize events, prioritize work and ensure a smooth flow of information and an environment of cooperation and information-sharing.
- Knowledge of the Red Cross and Red Crescent Movement is a strong asset
Key tasks and responsibilities
Main responsibilities:
- Ensure the planning, implementation and monitoring/evaluation and sets targets as included in the project description.
- Ensure Team coordination and project integration across the three components
- Guarantee efficient financial management for the project in compliance with URCS and DRC requirements
- Deliver quality project activities reporting, including the findings in terms of impact/changes achieved through the project.
More specifically:
- Ensure the full and timely implementation of the project, proactively
- Respect deadlines for reporting to donor
- Support through the team recruitment process
- Ensure project kick-off and presentation/sharing of project with teams
- Review and prepare a detailed activity plan and budget with the team after the inception phase
- Provide support to project team including development and revision of yearly and quarterly adjusted action plans and budgets;
- Develop project templates for internal use (planning, databases, reporting, monitoring)
- Establish processes to achieve project indicators;
- Provide regular support to the local branches in development and implementation of action plans under this project as well as in monitoring and reporting processes
- Сonsult local branches on project management matters incl. cross-cutting issues as establishment of feedback mechanisms;
- Support branch to branch exchange, mini-grants for branch initiatives etc.;
- Organize regular working meetings with the project teams to insure coordination and integrated approach
- Coordinate and consolidate schedules (Training, monitoring visits etc..)
Financial management and procurement:
- Prepare, monitor, and implement financial and procurement plan
- In close cooperation with Finance Staff, ensure constant budget monitoring Coordinate purchasing equipment for the project; Ensure for all purchases/contracting of goods/services/supplies the internal URCS and donors procurement guidelines are applied and properly documented
- Define project budget forecast based on sound analysis of activity plans
- Preparare quarterly and final finance reports in cooperation with the finance department
Monitoring & evaluation:
- Develop data collection tools and methodological guidelines for monitoring and reporting for branches
- Conduct monitoring visits to local branches to insure implementation of the branch plans within the project and provision of the necessary support to branches;
- Monitor resource allocation and utilization at all levels (National/Regional/District)
Reporting:
- Ensure quality reporting on achievements through coordination of the quarterly reporting process with the URCS NC and branch project teams
- Ensure reports are containing clear quantitative and qualitative information related to the activities.
- Secure quarterly reporting and compile, review and analyses reports
- Prepare quarterly and final reports for the donor in a timely and qualitative manner, looking into achievements against outputs and reflect lessons learnt clearly into recommendations for future programming.
- Collect information and generate general reports incl. update of project indicators for the donor in English;
- Ensure translation of documents and correspondence
- Ensure all supporting documents (means of verification) and general project documents are properly filed both at national and local level
- Deliver regular communication products (including pictures) on the project to be used for communication in different outlets
Coordination and representation:
- Coordinate closely with and insure regular updates to the DRC country team relevant representatives.
- Support the URCS team in implementation of the URCS Strategy, particularly in the area of organization Development
- Ensure systematic information and update sharing with the Head of OD department
- Coordinate with other URCS departments as well as external partners
Other:
- Implement direct assigned activities related to the project
- Perform any other related duties as required
