New Business Development Manager (National or International position) - Save the Children International in Ukraine

TEAM/PROGRAMME:  Ukraine Support

LOCATION Kiev/Slovyansk

CONTRACT LENGTH:1 year

CHILD SAFEGUARDING

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSEThe Ukraine NBD Manager will work with the Country Director in developing and implementing the SCI funding strategy in Ukraine to achieve our strategic funding ambition for 2022-2024 and work closely with the Awards Manager and the PDQ Manager and team in the development and writing of quality proposals.  In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Budget Responsibilities: No direct budget responsibilities

Key working relationships: Engages regularly with SMT, Technical Advisers, Regional Office Awards and NBD team, Members  

KEY AREAS OF ACCOUNTABILITY:

Funding Strategy Development and  Implementation – 15%

  • Lead the  development and implementation of  high quality Country Funding Strategy and Donor Engagement Plan, linked to the 2022-2024 Country Strategic Plans
  • Drive and accelerate sustainable pipeline and portfolio growth for Save the Children in Ukraine covering humanitarian, transition, and development programmes working in alignment with the global funding strategy

Relationship Management and Donor Engagement – 20%

  • Support the Country Director, PDQ Director, and Technical teams to build strong relationships and funding partnerships.
  • Participate in any donor visit when in country to gather information on strategy and present SC’s work.
  • Proactively engage on a strategic basis with institutional donors at country or regional level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including programme funding.
  • Represent Save the Children as needed with key institutional, corporate, foundation and other donors.
  • Ensure SCI in Ukraine have best practice approach and system to planning, and undertaking stakeholder engagement with identified prospects and ongoing key partnerships.

Strategic Portfolio Planning – 15%

  • Support strategic planning and operational processes and tools that achieve high quality award portfolios.  
  • Understand and effectively communicate the country’s pipeline and priority funding 
  • gaps, as agreed with CD and country leadership. These may include thematic/program gaps, co-financing gaps, and operational sustainability gaps.
  • Proactively work with the regional resource mobilisation teams to drive improvement in strategic portfolio planning across the movement.
  • Facilitate conversations with PDQ, TE, and Operations teams to gather intelligence, assess competitiveness, make Go/No Go decisions, and adequately resource teams build for pursuing all strategic funding opportunities. Lead Go/No Go processes.
  • Maintain and build capacity in systems or processes for collecting donor, implementing partner, and competitor intelligence and information.
  • Proactively guide and support PDQ and TE teams where necessary to rigorously assess the strengths and weaknesses of potential strategic partnerships for programme development and implementation.

  • Proposal Development, Writing, and Submission – 25%
  • Work with the Awards Manager who steers the proposal development process, packaging and submissions.
  • Work together with the PDQ Manager and Technical Advisers in writing proposal
  • Ensure quality review of proposals submitted, steer lessons learned processes in NBD and Proposal Development
  • Humanitarian Response –

              15% on regular situation

  • Ensure SCI in Ukraine maintains adequate humanitarian funding to strengthen humanitarian programming in the current protracted conflict in Easters Ukraine
  •          100 % in case of international armed conflict in Ukraine.

  • Drive effective and joined-up strategic resource mobilization for Category 1&2 Emergencies within the country. 
  • Change Management and Capability Strengthening – 10%

  • With guidance and support from regional resource mobilisation team, support country offices’ TE, Finance, AM, PDQ staff with capacity building around business development.
  • Ensure best practice ways of working by attending regional BD Communities of Practice and embedding best practice into country offices’ ways of working

QUALIFICATIONS 

Bachelor’s Degree in international development, finance, and other relevant course

EXPERIENCE AND SKILLS

Essential

  • 5+ years demonstrated experience identifying and securing funding from government donors, multilateral agencies, corporate donors and/or foundations.
  • Demonstrated experience in leading assessments of funding landscapes, and developing programme funding strategies to meet strategic goals.
  • Demonstrable subject matter expertise in Save the Children’s Donor Partnerships, Award Management and/or NBD / fundraising processes, protocols and best practices.
  • Substantial Institutional/fundraising and or award management experience, including working within a complex matrixed organisation (including the Save the Children movement).
  • Experience in solving complex issues through analysis, collaboration and ensuring buy-in.
  • Proven capacity to support and coach staff, ultimately building their capabilities and competencies (incl. remotely)
  • Excellent business partnering, communication and relationship building skills.
  • Demonstrated ability to develop and manage productive relationships with SC Member agencies and senior staff.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to work under pressure and meet tight deadlines with strong attention to detail.
  • Clear interpersonal, written and oral communication skills.
  • Ability to work independently and use initiative.
  • Team player, with a full appreciation of the value of collaboration.

Desirable

  • Experience of working in / across other areas of SC’s operations and / or functions
  • Experience of being involved in the implementation of a new / changed business processes and ways of working or transformation processes.
  • A Master’s degree in a relevant major
