Finance Coordinator - Save the Children International in Ukraine

CHILD SAFEGUARDINGLevel 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSEFinance Coordinator provides treasury and financial services and support to all Ukraine Country Offices. Finance Coordinator will be primarily responsible for processing non-cash transactions and record keeping in compliance with the SCI financial policies and procedures and in line with local law requirements. This person will assist in reporting to SCI Regional Office, SCI Centre, Members, Donors and local tax authorities and ensuring that SCI tax obligations are fulfilled in accordance with the law and regulations of Ukraine. 

SCOPE OF ROLE:

Reports to: Awards/Finance Manager

KEY AREAS OF ACCOUNTABILITY :  

As a member of the Senior Management Team, contribute to:

  • Lead the Finance Unit and represent it at the SMT
  • Contribute to development of organisational culture that reflects our full mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and strives to deliver outstanding results for children and excellent customer service for colleagues, partners, members and donors
  • Supports the design and implementation of a coherent organizational structure that is appropriate to program needs and consistent with agency practices
  • Ensures Ukraine CO complies with all applicable Save the Children policies and procedures outlined in the Program Quality Framework
  • Works closely with other departments to ensure all organizational units receive effective finance services
  • Ensure effective delegation of authority exists within the Ukraine CO and is understood and implemented

Planning,  Budgeting and Reporting

  • Act as a focal point for financial planning and CO budgeting; work closely with the CO Units to ensure that MBs are developed and updated on time and that they are realistic and accurate.
  • Lead on Cost Proposals development; ensure that the cost proposals are developed in line with donor and SCI requirements including CAM; work with the CO technical and support units to ensure that the new proposals are adequately resourced.
  • Ensure timely and accurate preparation and submission of all required financial reports, including monthly reports and periodic reports to regional office, members, donors and local authorities.
  • Ensure preparation and submission of other finance information and customized internal reports and analysis, prepare detailed forecasts for ending awards.

Financial Accounting, Reporting, and Control

  • Ensure effective Financial Management system in the CO; Work with Middle East and Eastern Europe Regional Office Finance Department to ensure adequate financial control systems and procedures. Ensure development and adaptation of finance policies and procedures to maintain well-controlled environment and segregation of duties, leading implementation of HPO projects in-country (ER, CAM, Coding, etc.)
  • Guide other CO finance staff and ensure maintenance of financial management system (Agresso), including timely posting of all transactions and reconciliation of balances.
  • Ensure that systems are in place for the control of all assets, funds and oversee key aspects of the Ukraine CO bank accounts and cash. Perform control over wire transfer orders for payments to suppliers of goods and services.
  • Act as focal point for coordination of financial audits in relation with operations and assist Country Director during any internal or external audit; respond to findings and recommend resolutions or actions.

Staff Management, Mentorship, and Development

  • Ensure appropriate staffing within Finance Unit to secure segregation of duties. Initiate recruitment, training, and promotion of staff as appropriate. 
  • Identify knowledge and skills gaps for self and in direct reports and address them through SCI’s Learning & Development opportunities in agreement with the CD.
  • Provide guidance, mentoring and technical support and ensure succession and development plan is set for the Finance Unit staff. Manage the performance of all staff in the Finance Unit.

Finance Staff Management and Capacity Building:

  • Supervise and support the Finance Team on regular basis to ensure SCI policy and procedures are followed and the finance staff capacity is built.
  • Support the Finance team to strengthen the non-finance staff knowledge and capacity to manage finance by providing, induction, training and coaching consistent with their various roles and responsibilities. 
  • Contribute to improvement of finance procedures, maintain and continue the ongoing development of the Finance Department.
  • Work closely with sub-partners, ensure the capacity building is in place and ongoing support is provided

QUALIFICATIONS 

  • Degree in higher level of education, preferably in Finance Management, Accounting, Economics

EXPERIENCE AND SKILLS

  • Minimum  5 years of experience in NGO environment or corporate sector, of which 3 years of experience in the same position
  • Familiar with International Accounting Standards
  • Excellent skills to analyse financial data, design and produce effective management reporting/information, developing budgets and budget management
  • Excellent attention to detail, organisational skills and discretion with confidential information
  • Excellent verbal and written communication skills in English  and Russian/Ukrainian
  • Excellent interpersonal skills, managing staff effectively and working in team
  • Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
  • Knowledge of Agresso financial system would be advantage
  • Ability to work independently and proactively, manage a complex and diverse workload and to work to tight deadlines
