The International Charitable Foundation ‘Alliance for Public Health’ announces external recruitment to fill the position of Program manager: C19RM Activities.
The International Charitable Foundation ‘Alliance for Public Health is a leading non-governmental professional organization that makes a significant impact on the epidemics of HIV/AIDS, tuberculosis, viral hepatitis, and other socially dangerous diseases in Ukraine in cooperation with state partners and civil society organizations through providing financial and technical support to relevant programs, which cover over 300,000 members of most vulnerable populations, which is the highest indicator in Europe. The alliance team includes over 100 professionals who are based in Kyiv.
Contract type: civil contract.
JOB PURPOSE: The Program Manager (PM) will be the key resource and central point of contact for all matters concerning the COVID-19 grant (C19RM) for Alliance’s departments and teams. The PM will be responsible for liaising with the donor and all other relevant stakeholders about the Alliance’s response to COVID-19.
REQUIREMENTS:
• Strong commitment to confronting COVID-19, HIV/TB, and motivation to work.
• Experience in HIV/TB prevention, care, and support including overseeing the development and implementation of HIV/TB/COVID-19 programs in Ukraine.
• Experience in achieving results and implementation goals of complex national scale grants.
• Understanding and experience in implementation and integration of services provided by NGOs and health system facilities, government and donor-supported services in the context of transition to government funding..
• Working experience in/with HIV/TB service organizations, local NGOs, governmental, and/or international institutions is required.
• Knowledge of the epidemiological situation in Ukraine and specifics of COVID-19, HIV/AIDS programs in the regions is desirable.
• Relevant University degree (Public Health, Social Work, Medicine, etc.).
• Strong communication and presentation skills. High level of interpersonal skills and integrity; solid team player.
• Experience in leading and managing teams and managing projects which involve a high level of cross-team and cross-departmental coordination and communication in a complex stakeholder environment.
• Understanding of monitoring and evaluation, data validation, audit and procurement processes within GF and government-funded programs, experience in communication with LFA is desirable.
• Experience in field monitoring and managing sub-recipients.
• Ability to perform assigned tasks independently and meet tough and multiple deadlines.
• High level of computer literacy, especially in Excel, PowerPoint.
• The ability to think clearly and precisely articulate is essential. DUTIES AND
RESPONSIBILITIES:
• Serve as a primary liaison for Alliance’s program teams to coordinate the implementation of C19RM activities and ensure meeting targets under C19RM in close coordination with other activities of various programs;
• Ensure compliance with all policies and regulations related to the C19RM activities (the GFATM requirements, National regulation and Alliance internal procedures);
• Develop COVID-19 related procedures and guidelines following the GFATM, WHO, and National guidelines;
• Support C19RM activities integration and effective implementation within HIV and TB programs, improving overall programs performance mitigating the program-related impact of COVID epidemic;
• Support the logistics activities of Alliance’s program teams with the purchasing of COVID-19 supplies. Liaison with TPSM and sub-grantees to ensure supplies, equipment, and materials are procured and distributed on time;
• Serve as a primary point of contact for any requests on COVID-19 activities from the donor and LFA, MoH, WHO, and any other external partners;
• Conduct ongoing monitoring and evaluation of the performance against the targeted results per the donor requirements;
• Maintain and analyze COVID-19 data obtained through C19RM activities;
• Represent Alliance in all national COVID-19 coordination meetings;
• Coordinate with WHO, PHC/MoH, Network and other key stakeholders on COVID-19 related interventions, actions, and impact;
• Provide regular updates consistently to various internal and external stakeholders and prepare progress reports as per the needs and in line with any specific requirements and within the set deadlines;
• Monitor COVID-19 epidemiological situation;
• Undertake other duties as required.
