Vocational Education and Business Development Associate (NPSA 6), UNDP, Sievierodonetsk

UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of Vocational Education and Business Development Associate for the RPP’s Component 1 Economic Recovery and restoration of Critical Infrastructure who will support the implementation of the RPP’s Component 1 activities aimed at the development of links between public institutions, Vocational Education and Training system (hereinafter – VET system) and private sector to enhance employability and increase the relevancy of the VET programmes in the target regions.

Duties and Responsibilities

Support development and effective linkage between the key labor market actors: employers, State Employment Service (SES) and vocational education and training (VET) institutions in the target regions:

  • Support the data collection and analysis activities aimed at labor market development, VET and SES systems support;
  • Contribute to streamlining of communications between the key labor market actors in order to improve the employability of population of the target regions in particular by ensuring efficient information exchange;
  • Support delivery of training and re-skilling programmes for VET system in partnership with the SES and employers in the region to meet the needs of the labor market;
  • Facilitate recruitments of potential candidates for training and up-skilling activities stipulated by the Component implementation plans in close cooperation with key stakeholders including VET system, SES, business memberships organizations, micro, small and medium enterprises (MSME) and relevant local authorities.
  • Support organization of capacity development activities (training, studies, experience exchange visits, workshops, etc.) for the target groups.

Support the implementation of entrepreneurship and MSME development and promotion activities of the Component:

  • Support the data collection and analysis activities aimed at MSME development and promotion, support of business support and business membership organizations;
  • Contribute to design, planning and upgrading entrepreneurship and enterprise development materials, training activities and plans, training programmes, other materials and tools to MSME development activities as required;
  • Facilitate capacity building activities for entrepreneurs, relevant national and regional agencies and non-governmental entities;
  • Support establishment and functioning of business networking platforms and partnerships;
  • Support organization of public information campaigns, motivation campaigns and other public events aimed at promoting entrepreneurship and informing target groups about business development opportunities;
  • Support initiatives aimed at MSMEs’ digitalization, improved marketability and internationalization;
  • Facilitate cooperation of the stakeholders, ensuring their optimal engagement and promoting ownership of national authorities in the implementation of the MSME development activities under Component 1 of RPP;
  • Ensure proper monitoring of results of the business development activities.

Provide support on efficient and effective delivery of Component’s activities:

  • Contribute to the preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the relevant Component’s activities;
  • Provide technical support in the preparation of tender documents, specifications, terms of reference (TORs) and other supportive documents to procure goods and services in line with Component objectives and tasks;
  • Contribute to the selection of Implementing Partners (IPs) through transparent and competitive processes for the provision of services;
  • Closely work with respective public and private organizations to ensure the Component activities are implemented ­ timely and efficiently;
  • Facilitate the monitoring of the field activities and provide technical support to ensure the Component objectives are met;
  • Maintain and regularly update all relevant databases and files;
  • Maintain close liaison with national partners, ensuring optimum participation and promoting ownership of national authorities in the implementation of the Component activities;
  • Creating and seizing opportunities – organizational and project cycle entry points for gender mainstreaming;
  • Ensure full compliance of activities with UNDP rules, regulations and procedures;
  • Prepare sections of the reports, including progress and annual reports, as well as ad-hoc technical reports;
  • Process all relevant monitoring and evaluation requests and ensure the provision of data for monitoring and evaluation purposes, ensuring that all data is gender disaggregated;
  • Assure that due security measures are observed during the implementation of the Component activities;
  • Perform other activities as requested by the Economic Recovery Specialist and Senior Business Development Specialist, Economic Recovery and Restoration of Critical Infrastructure, UN RPP.

Required Skills and Experience

  • Secondary Education
  • Bachelor’s Degree in Economics, Business Administration, Education Management, Public Administration, Finance, or another relevant field would be desired
  • 6 years of practical progressively responsible experience in assisting or supporting implementation of projects or project components in the economic field, vocational education, employment and/or private sector development
  • Alternatively, if in possession of Bachelor’s degree, 3 years of relevant experience is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Experience in working for international organizations/projects will be considered as an advantage.
  • Familiarity with UNDP rules and regulations will be considered as an advantage.
  • Fluency in English, Russian and Ukrainian is required.
