About CIVIC

Center for Civilians in Conflict is an international nonprofit with offices around the world working to improve protection for civilians caught in conflict zones. Our mission is to work with armed actors and civilians in conflict to develop and implement solutions to prevent, mitigate, and respond to civilian harm. At CIVIC, we believe that parties to armed conflict have a responsibility to prevent and address civilian harm. To accomplish this, we assess the causes of civilian harm in particular conflicts, craft practical solutions to address that harm, and advocate the adoption of new policies and practices that lead to the improved wellbeing of civilians caught in conflict. Recognizing the power of collaboration, we engage with civilians, governments, militaries, and international and regional institutions to identify and institutionalize strengthened protections for civilians in conflict.

About the Consultancy

CIVIC Ukraine is looking forward to identifying a local Gender Consultant to provide consultancy services within the “Institutionalizing the Protection of Civilians within the Security and Defence Sector of Ukraine” Project funded by the Government of Canada. The Project focuses on building the capacity of the Ukrainian security and defence sector to strengthen and institutionalize the protection of civilians (POC) from conflict-related harm. The Project seeks to promote and support the use of sustainable and gender-sensitive POC best practices and mechanisms by the Armed Forces of Ukraine (AFU), as well as the National Guard of Ukraine (NGU) in conflict-affected areas in the east of Ukraine. The ultimate outcome of the project is reduced harm to civilians, including harm to women and girls, in the east of Ukraine. The Project implementation period is November 2021 – August 2023.

Institutionalizing the Protection of Civilians within the Security and Defence Sector of Ukraine” Canada PSOPs-funded Project focuses on ensuring the sustainability of protection of civilians (POC) best practices and mechanisms developed and tested during the previous phase of CIVIC’s engagement in Ukraine so that all groups of conflict-affected civilians in Ukraine - women, and girls, boys, men, older persons, persons with disabilities - experience long-term protection for their unique concerns and needs. This will be achieved through the following set of approaches: (1) supporting the development of regulations and Standard Operating Procedures (SOPs) for various aspects of military engagement most relevant to POC, including institutionalizing the Armed Forces of Ukraine’s (AFU’s) Civilian Harm Tracking/Mitigation System (CHTMS); (2) incorporating POC into training and education systems for security and defence actors, including the National Guard of Ukraine (NGU); (3) building POC considerations into military exercises involving the AFU; and (4) promoting and supporting the integration of POC into international training and education programs delivered to the AFU.

All project activities will incorporate a Gender-based Analysis Plus (GBA+) approach, which includes ensuring that civilian harm tracking/mitigation mechanisms and policies take into account different experiences and needs of diverse groups of women, men, and gender-diverse people. This includes updating existing policies for the military and developing new ones that foster gender mainstreaming within POC approaches to the planning, conduct, and review of military operations. We will also be promoting gender equality principles as an essential part of the POC approach in both improving the security and defence structures’ training and education programs in Ukraine and cooperating with the international military training initiatives in Ukraine, such as the Canadian Armed Forces – Department of National Defence (CAF-DND) Operation UNIFIER.

Gender Consultant: Key Functions

  • Provide support with the development of a policy/SOP on mainstreaming gender in military operations within POC and CHM practices
  • In cooperation with the CIVIC Gender Advisor develop the methodology for POC and gender analysis report on AFU’s POC and CHM policy/SOP framework with recommendations to address identified gaps
  • Collect the data on the current best policy approaches to gender-related aspects of protection of civilians in the Armed Forces of Ukraine
  • Analyze this data and relevant Ukrainian gender-related policies (1325 National Action Plan’s implementation, AFU policies and SOPs, etc)
  • In cooperation with the CIVIC staff, draft the section on gender issues within the POC and gender analysis report on AFU’s POC and CHM policy/SOP framework with recommendations to address identified gaps
  • In cooperation with the CIVIC staff, daft the policy/SOP on mainstreaming gender in military operations within POC and CHM practices
  • Conduct a gender analysis of other products (SOPs/policies, training modules, etc.) developed by CIVIC Ukraine team.

Requirements/Qualifications

  • Excellent writing and reporting skills
  • Ability to analyze policy documents and make constructive policy suggestions
  • Working knowledge of security and defence sector in Ukraine
  • Working knowledge of international humanitarian law, human rights law, and international, regional, and national gender equality frameworks
  • Existing relationships with peer organizations, experts, and other potential collaborators or conveners in Ukraine
  • Ability to prioritize and manage time to achieve set goals under tight timelines
  • English and Ukrainian languages fluency both oral and written is mandatory
