Nuclear Safety Expert

The Energy Security Project (ESP) is a five-year project funded by the United States Agency for International Development (USAID)[1] and the largest USAID project in Ukraine so far. The ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.[2]

The ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support country’s economic development and sustain its democracy. ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. ESP is currently in the third year of implementation and will run through June 2023.

POSITION SUMMARY:

Tetra Tech ES, Inc. implementing the USAID Energy Security Project is looking to fill in the position of Nuclear Safety Expert. This is a short-term consultancy position for the period of six months with the possibility of extension based on the candidate’s performance.

**Please note: Only citizens of Ukraine are eligible for this position. **

RESPONSIBILITIES:

  • Analysis and technical assessment of nuclear safety (Qualitative and Quantitative safety arguments, Probabilistic Safety Assessments, Design Basis Safety Assessment, etc.);
  • Design and draft technical reports on nuclear safety assessment for nuclear units operated by Energoatom;
  • Safety Case reports (e.g. Periodic Safety Review, Pre-Construction Safety Reports etc.);
  • Hazard/fault identification studies and evaluation;
    • water cooling systems at nuclear power plants;
    • safe handling of auxiliary generators, their safe operations for extended periods of time, including diesel fuel stocks and maintenance of the equipment;
    • access and supply of fresh water;
  • Recommend preventive measures to be taken in the handling of nuclear technology, based on data obtained from operations monitoring or from evaluation of test results;
  • Establish and maintain relations with national stakeholders.
  • Independent review of safety of nuclear units, with specific focus on the following (including but not limited to):
  • Identifying ways of improving the level of nuclear safety awareness and staff engagement;
  • Examine accidents to obtain data that can be used to design preventive measure;
  • Synthesize analyses of test results, and use the results to prepare technical reports of findings and recommendations;

QUALIFICATIONS:

  • Bachelor’s degree or equivalent in nuclear, electricity or energy engineering field. Master’s degree is a plus.
  • At least 10-years’ experience in the nuclear energy sector;
  • Strong knowledge and understanding of the specifics of Ukrainian power system operation and Ukrainian nuclear power plants operated by Energoatom;
  • Theoretical and practical knowledge of nuclear safety and operational codes, standards and practices;
  • Experience in the application of nuclear safety principles and regulations in nuclear facility design and/or operation;
  • Experience in operation and maintenance of auxiliary diesel generator systems used in Energoatom power plants to ensure safety of nuclear systems;
  • Strong background in safety case production and hazard analysis;
  • Able to produce and review/correct high quality technical reports and assessments;
  • Results focused with the ability to meet commitments & deadline;
  • Highly organized with excellent attention to detail;
  • Proficiency in English (written, read, spoken, and heard) is preferred
  • Proficient in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, Visio, etc.).
