Job Description

In autumn 2019, the President of Ukraine adopted Decree #722/2019 on the integration of Sustainable Development Goals (SDGs) into the policy development practice of Ukraine, which (a) encourages the Cabinet of Ministers of Ukraine to analyze higher-level programme documents and strategic forecasts through the SDG lens, (b) foresees the establishment of a regular tracking and reporting system for SDGs in Ukraine and a mechanism for relevant annual reporting, and (c) recommends core scientific and R&D centers of the country to align their research priorities with principles that underpin 2030 Agenda for Sustainable Development.

Based on the request from the Government partners at the Secretariat of the Cabinet of Ministers of Ukraine (SCMU), UNDP Ukraine together with SIDA and FDFA supported the launch of SDG BRIDGE Ukraine (Building Resilience for Implementing Development Goals Effectively) and the establishment of a dedicated unit that would help to develop an institutional framework for SDG coordination and implementation in Ukraine. The SDG BRIDGE Project will morph a group of advisors within the SCMU / Prime Minister’s Office into a dedicated SDG Office to provide high level technical advice and strategic guidance, and to demonstrate how SDG-related coordination can and should function.

In this context, the UNDP Ukraine invites applications from highly-qualified and experienced Ukrainian professionals for the post of Advisor on SDGs implementation between Government and Parliament, to support the Government of Ukraine in enhancing coordination mechanism on SDGs implementation between Government and Parliament.

The incumbent will accelerate gender equality and women’s empowerment within all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.

 
Duties and Responsibilities
 
  • Provide policy and institutional advice and expertise, reviews and recommendations to the Vice-Prime Minister’s Office (VPM Office) on design and deployment of the reforms linked to SDG implementation and the EU-Ukraine Association Agreement, bringing in gender perspectives and concerns;
  • Streamline the processes for policymaking, strategic planning, and policy management within the VPM Office and across Ukraine’s governmental institutions required for reform implementation vis-à-vis SDGs and EU-Ukraine Association Agreement priorities;
  • Advise on building, consolidating, and nurturing partnerships with Parliament, government entities and other stakeholders, including women’s groups, facilitate development of long-term policy goals through Innovative approaches of strategic planning (e.g. foresight) that will advance SDGs implementation and connect them with short-term achievable tasks;
  • Support the preparation of analytical documents in the context of SDGs implementation and EU-Ukraine Association Agreement;
  • Enhance intergovernmental cooperation and increase the effectiveness of collaboration with the Parliament  for the achievement of SDGs and the “green” transition;
  • Coordinate with the Project-selected pilot Ministries.
 
Required Skills and Competencies
  • At least 1 year of proven prior experience of professional or advisory services to the Government and/or Parliament;
  • Proven experience in Ukraine-EU legal approximation and Association Agreement implementation
Desired Additional Skills and Competencies
  • Knowledge of SDGs Agenda is considered as a strong asset;
  • Experience in providing advisory services or support to international finance projects, multilateral or international technical assistance projects, preferably in the UN structures, will be an asset;
  • Excellent writing, proficient communication and analytical skills to be demonstrated through provision of at least 2 (two) relevant analytical papers/ reviews/ policy papers/ etc.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Required Skills and Experience
 
Education:
  • Master’s degree or equivalent in political science, economics, public administration, law, international relations, or related field.

  • Bachelor’s degree in a related field with additional two years of relevant progressively responsible experience could be accepted in lieu of Master’s degree.

Experience:
  • 2 years of relevant experience at the national or international level in public administration, legislative work, public policy development or in any related fields.
  • If in a possession of Bachelor’s degree, minimum 4 years of such relevant experience would require. 
Required Languages:
  • Fluency in English and Ukrainian.
Travel
  • Should any travel be necessary in connection to this TOR, UNDP will reimburse the expenses based on the duly authorized travel details, including travel and per diems. Any travel or payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and incumbent, prior to travel and will be reimbursed.

The following documents shall be required from the applicants:

  1. Personal CV or P11, indicating all past positions held and their main underlying functions, their durations (month/year), the qualifications, as well as the contact details (email and telephone number) of the Candidate, and at least three (3) the most recent professional references of previous supervisors. References may also include peers.
  2. A cover letter (maximum length: 1 page) indicating why the candidate considers him-/herself to be suitable for the position.
  3. At least two (2) relevant analytical papers, reviews, policy papers or other materials that were provided as recommendations to the Public Institutions.
Institutional Arrangements
 
  • Advisor on SDGs Implementation between Government and Parliament reports to the SDG BRIDGE Project Manager.
  • The management of the Project will be carried out by the UNDP technical assistance team in Kyiv within the overall framework of the United Nations Partnership Framework 2018–2022 in a Direct Implementation Modality. UNDP shall be responsible for the management of the Project, primarily concerning the responsibility for the achievement of the Output and the stated Outcome. Similarly, UNDP will be accountable to the Project Board for the use of project resources. UNDP will delegate managerial duties for the day-to-day running of the project to the Project Manager.
  • As the project entails the creation of the SDG Office under the auspices of Vice Prime Minister for European and Euro-Atlantic integration /SCMU, specific management arrangements are put in place to ensure proper information flow and optimal decision-making within the project. SCMU provides its physical and institutional setting for the SDG Office, as well as regulatory foundations for its operations. SCMU also monitors the everyday performance of the SDG Office, and, in coordination with the SDG BRIDGE Project Coordinator. VPM /SCMU issue tasks, requests and sets priorities for the Office experts. To ensure the proper level of ownership, VPM /SCMU will be the primary coordination point for the SDG Office team on substantive issues, while the Project Manager and Project Associate will be primary focal points on connection to the global experience on SDGs (for instance, with the UNDP Istanbul Regional Hub), on issues of project monitoring and reporting or coordination with UNDP Ukraine projects in the three relevant portfolios and on stakeholder consultations with interest groups, CSOs, think-tanks or other development partners and their initiatives. The SDG Office will regularly report to the SDG BRIDGE Project Manager to enable him/her to report to the Project Board when/as necessary. The first meeting of the Project Board at the project beginning will approve the detailed procedure for coordination between the core project team, the SDG Office and SCMU, and will revise, as necessary, the draft detailed organigram as presented in Annex 5 to the project document.
