Investment Promotion Trainer for USAID ERA

  1. Project Background:

The purpose of the USAID Economic Resilience Activity (ERA) is to improve the overall economic resilience of eastern Ukraine. Resilience is “the ability of people, households, communities, countries, and systems to mitigate, adapt to, and recover from shocks and stresses in a manner that reduces chronic vulnerability and facilitates inclusive growth.” This activity aims to improve the economic resilience of eastern Ukraine through accomplishing the following objectives:

Inclusion: building the capabilities of vulnerable populations to capitalize on entrepreneurial and MSME economic opportunities;

Growth: helping micro, small and medium businesses innovate, invest, and expand markets; and

Transformation: working with coalitions and leaders to articulate a vision for the future and put in place a modern, diverse, SME-friendly economy.

By accomplishing these objectives, the economy of eastern Ukraine will be more diversified, more integrated with the rest of Ukraine, less dependent on Russia, and the region’s residents will be better equipped to compete for the jobs of the future, thereby improving the economic resilience of the region.  The activity will work primarily in the Donetsk and Luhansk oblast, but will also be active in the surrounding oblasts and throughout Ukraine as required to achieve the objectives.

2. Consultancy Objectives:

ERA seeks to unlock the potential of private capital to drive inclusive growth and unlock Foreign Direct Investment (FDI) and domestic investments. Private investors and businesses globally are looking to emerging markets for better returns and new market opportunities. Catalyzing investment in high-impact sectors and geographies requires new forms of collaboration between USAID and the investment and business community, and local authorities. 

The Investement Promotion Trainer shall use his/her experience and knowledge to develop and conduct a training program targeting wide scope of stakeholders dedicated to Eastern Ukraine investment promotion and economic recovery. The main goal of the training program is to expose the stakeholders to effective up-to-date investment promotion practices and tools and use them in day-to-day activities.

Among other objectives are:

  • A shift in the understanding by the stakeholders the investment promotion paradigm (adoption of proactive promotion approach).
  • Creation of Eastern Ukrainian investment promotion activity structure and promotion of collaborative approach on a subnational level.
  • Learning and incorporating the proven approaches of investment promotion in conflict-affected areas based on international experience.
  • Learning and adopting the international investement promotion terminolgy accepted by the stakeholders.
  • Implementing practical tools to provide investment promotion activities: pipeline development, negotiations closures, post-investment support, etc.
  • Developing of Knowledge Management Base and encouraging stakeholders to actively use it.

The assignment is divided into the following stages:

Stage 1: Learning and adapting materials developed by USAID ERA on eastern Ukrainian investment promotion.

Stage 2: Develop a training program on investment promotion best practicies.

Stage 3: Conduct training sessions for up to 8 stakeholders’ groups of different types.

Stage 4: Provide follow up consultations for the stakeholders selected by ERA.

Required:

  • Working experience in Investment promotion / IFIs / Investment banking / Big4
  • Master’s degree in finance, public administration or relevant.
  • Ukrainian / Russian speaker. Working knowledge of English.
  • Advantages:
    • workshop/training design experience;
    • practical knowledge of investment promotion.

WE OFFER

Contract length: January 2022 - September 2022

Level of Efforts: 64 days (512 hours)

Daily rate: We offer the daily rate confirmed in submitted documents of a candidate with relevant experience.

Time in the field: 16 days (4 travels*4 days)

Start date: January 2022
