About the Project

Alinea International is recruiting a Planning & Strategy Expert for the Programming, Planning and Resource Management Reform Initiative (PPRM RI) for within the Canada’s Promoting Reform Objectives through Technical Expertise and Capacity Transfer (PROTECT) program. PROTECT is a defence and security sector reform program funded by Global Affairs Canada and implemented in Kyiv, Ukraine. PROTECT provides short-term expert (Ukrainian and international) deployment and capacity to reforms in the defence and security sector. The program responds to the needs of Ukraine’s defence and security institutions and agencies and focuses on building strong analytical approaches in gender equality; women peace and security (WPS); and results-based management into reform initiatives, while lending expertise in the management of reforms.

PROTECT program outcomes are defined as follows:

  • Improved governance and democratic accountability of Ukraine’s security and defence sector;
  • Improved planning, coordination, gender responsiveness and strategic analysis of security and defence sector reforms;
  • Improved implementation of reforms delivered through the Ukrainian security and defence sector.

The Planning & Strategy Expert, under the direct supervision of the Programming, Planning and Resource Management RI Team Leader, in close cooperation with the Senior Defence Advisor, and in collaboration with the Ministry of Defence Department for Strategic Planning and Military Policy, will:

  • Research concepts, ideas, principles, practices, and products relating to programming, planning and resource management to support the planning, execution, and reporting of the RI project and its activities;
  • Develop oral and written products relating to programming, planning and resource management to support the planning, execution, and reporting of the RI project and its activities;
  • Contribute senior-level technical advice and expertise relating to programming, planning and resource management during formal and informal events and other activities within the RI project;

To execute the Programming, Planning and Resource Management RI in the following technical areas:

  • Capability Based Planning and Resource Management
  • Strategic Analysis and Security Environment Forecasting
  • Wargaming and Scenario Development
  • Strategic Risk Management, Net Assessment, and Capability Determination
  • Strategy and Defence Policy Development
  • Planning, Programming, Budgeting, and Resource Management
  • Program and Project Management and Key Performance Indicators
  • Organizational Design and Process Mapping

Key Responsibilities

  • Serve as a technical expert, under the leadership of the Programming, Planning and Resource Management RI Team Leader and in cooperation with the PROTECT Program Senior Defence Advisor, on planning and strategy for the Programming, Planning and Resource Management RI;
  • Ensure efficient, constructive, diplomatic, and professional interaction with counterparts in the Government of Ukraine, international community and civil society, and other components of the PROTECT Program regarding the Programming, Planning and Resource Management RI;
  • Develop, coordinate, update, and propose to the Programming, Planning and Resource Management RI Team Leader proposed approaches and methodologies for the execution of the Programming, Planning and Resource Management RI;
  • Cooperate with the locally-based PROTECT Program Gender Equality Expert to ensure that opportunity for the integration of gender-based analysis in the Programming, Planning and Resource Management RI is fully enabled;
  • Cooperate with the locally-based PROTECT Program Results-Based Management (RBM) Expert to ensure that the Programming, Planning and Resource Management RI is developed and executed in accordance with RBM principles.
  • Research, develop, and propose to the Programming, Planning and Resource Management RI Team Leader and in cooperation with the PROTECT Program Senior Defence Advisor written products relating to programming, planning and resource management for use in the planning, execution, and reporting of RI activities;
  • Plan and execute events (workshops, seminars, conferences, etc.), under the leadership of the Programming, Planning and Resource Management RI Team Leader and in cooperation with the PROTECT Program Senior Defence Advisor, in concert with the Ministry of Defence Department of Strategic Planning and Military Policy in accordance with the approved approach and methodology in a manner designed to achieve the objectives of the Programming, Planning and Resource Management RI;
  • Review and comment on products developed by the Ministry of Defense or General Staff of the Armed Forces of Ukraine, under the leadership of the Programming, Planning and Resource Management RI Team Leader and in cooperation with the PROTECT Program Senior Defence Advisor, for the Programming, Planning and Resource Management RI;
  • Guide and advise the representatives Ministry of Defence Department of Strategic Planning and Military Policy), under the leadership of the Programming, Planning and Resource Management RI Team Leader and in cooperation with the PROTECT Program Senior Defence Advisor, in the development and implementation of specific reforms within the context of the Programming, Planning and Resource Management RI;
  • Ensure compliance, under the leadership of the Programming, Planning and Resource Management RI Team Leader and in cooperation with the PROTECT Program Senior Defence Advisor, to the approved approach and methodology for the execution of the Programming, Planning and Resource Management RI;
  • Support the PROTECT Program leadership in positioning and communicating the results of the PROTECT work regarding the Programming, Planning and Resource Management RI;
  • Develop, coordinate, update, and propose to the Programming, Planning and Resource Management RI Team Leader inputs to PROTECT program management reports for the Programming, Planning and Resource Management RI;

Academic Qualifications and Experience:

Mandatory: 

  • Knowledge of the security and defence sector of Ukraine and understanding of the organizational structure and activities of the Armed Forces of Ukraine;
  • A Masters Degree in Law, Public Administration, Public Policy, Political Science, International Affairs, and/or relevant area;
  • A minimum of 3 years’ experience related to Ukrainian government policy development and/or reforms;
  • A minimum of 5 years’ management experience leading teams;
  • Ukrainian and English language skills at the professional level.

Desirable:

  • Education and/or experience with defence planning and/or resource management, to include capability development and management.
  • Skilled in various facilitation methodologies and workshop design and execution;
  • Capable of working with and managing government-sensitive information.
