Lead Media Viability (MV) Expert

TERMS OF REFERENCE

  1.Project Description

DW Akademie, Germany’s leading organisation for international media development department of Deutsche Welle, in partnership with Transtele Canal France International (CFI) and Lithuanian Radio and Television (LRT) implement the project “MediaFit Programme for Information Integrity in southern and eastern Ukraine” (ENI/2021/423-657).

DW Akademie is Deutsche Welle’s centre for international media development, journalism training and knowledge transfer. Our projects strengthen the human right to freedom of expression and unhindered access to information. DW Akademie empowers people worldwide to make independent decisions based on reliable facts and constructive dialogue.

The 36-month project is financed by the European Union and co-financed by the German Federal Ministry for Economic Cooperation and Development. It is aimed at enhancing the information integrity in Ukraine and the resilience of Ukraine’s media against hybrid threats, including the consequences of the COVID-19 pandemic.

2.Overall Objective of the Assignment

The purpose of the involvement of the Lead Media Viability Expert is to support the project team of DW Akademie in  the implementation of the project The Lead MV Expert will bring insights into the needs of the independent local media from ten target regions including Donetsk, Luhansk, Dnipropetrovsk, Kharkiv, Zaporizhzhia, Kherson, Mykolaiv, Odesa, Sumy and Chernihiv.  S/he  will assist with the development of the Media Viability training and mentoring programme and  play a key coordination role in it.

3. Expected Deliverables

The tasks to be undertaken in the framework of the contract are split in three areas.  The following list of tasks is only indicative, as tasks may evolve depending on the needs of the project team during the implementation of the project. The Lead MV  Expert will be expected to submit concise quarterly reports on the work progress.

Development Preparation and Holding of Grant Coompetition

• Provide an opinion during preparation of the grant competition
• Advise on the placement and content of announcement to achieve better access to the target audience
• Participate in the evaluation process

Development of the Media Viability (MV) Consulting Programme

• Assist in the preparation and implementation process of the MV Consulting  Programme.
• Advise on  grant modalities, including profile of ideal partner in tune with the realities of the target regions
• Develop the curriculum for the MV Consulting Programme in collaboration with the International MV Expert and DW Akademie project management
• Identify the expertise required for trainers and mentor for the MV Consulting Programme and co-write terms of reference together with the project team

 Delivery of MV Programme

• Assist with the implementation of the MV Programme
• Deliver the onboarding training to new participants
• Organize and supervise the provision of mentoring support
• Liaise with selected media outlets regarding programme implementation
• Provide advice on how to adjust the MV Programme to the needs of media outlets
• Develop a quality management system to ensure that the MV programme  delivers the expected results to improve the local regional media ecosystem

4. Qualifications

• At least 5 years of relevant work within the Ukrainian local media sector and  specifically  in media consultancy 

• Practical knowledge of media management 

• Hands-on experience in mentoring media organizations 

• Proficient knowledge of the English language 

•  Experience in provision of trainings in media management would be an asset 

• Proven experience of working with international organizations and/or DW Akademie would be an asset

 5.    Special Conditions

• Occasional travels to the area of project implementation in Southern and Eastern Ukraine will  be required
• Contract Period: 2 years (Jan 2022 to Dec 2023)
• Expected number of working days: 40
