IREX seeks a qualified professional to fill the position of Chief Information Officer for the Global Libraries – Ukraine Program funded by the Bill and Melinda Gates Foundation.
ABOUT IREX IREX (the International Research & Exchanges Board) is an international nonprofit organization specializing in education, independent media, Internet development, and civil society programs.
Founded in 1968, IREX has an annual portfolio of $50 million and a staff of over 500 professionals worldwide. IREX and its partner IREX Europe deliver cross-cutting programs and consulting expertise in more than 50 countries.
The Global Libraries – Ukraine program will provide Internet facilities to public libraries across Ukraine and provide accompanying training and assistance with advocacy for enhanced library support and services. The program is current operating under a “Planning” grant. During this stage, IREX is networking with a wide range of stakeholders to gain a clear understanding of how the national-scale program can be most effectively designed. IREX anticipates that the national program will begin in the fall of 2008.
POSITION DESCRIPTION IREX seeks applicants for the position of Chief Information Officer. His/her services will be solicited on a full-time basis to lead a team of professionals that will be responsible for technical support to the project and its stakeholders, the project website, and for addressing the challenges of establishing public access Internet in disadvantaged communities with poor infrastructure. This position is available beginning in November 2008.
RESPONSIBILITIES AND DUTIES • Supervise a webmaster, system administrator, IT assistant, database specialist, and project coordinator in Kyiv, as well as expansion coordinators based in the regions; • Assist the budget planning specialist in calculating unit costs and assessing technology solutions to inform a large-scale procurement process; • Work with IREX’s IT staff in other countries by e-mail to obtain peer review and second opinions on major IT decisions; • Design and implement a system for sustainable level 2 technical support for the library system at the national level; • Ensure that goals and target dates are met for rollout of public access Internet at libraries identified as having significant infrastructure problems that put communities at a disadvantage; • Work with the training team and Ukrainian Library Association to develop curriculum and reference guides, as well as choose appropriate published materials, to assist librarians in administering public access Internet facilities.
QUALIFICATIONS • Higher education in IT related disciplines; • Minimum 3 years experience in a management capacity in international assistance projects; • Experience in competitive procedures for procurement of computer equipment; • Knowledge of collaborative online tools such as wikis, forums, blogs, and social networking websites and of best practices in using online tools for development; • Experience in Web design, website administration and/or management of Web design projects • Knowledge of information security concepts; • Certificates from well known institutions will be considered as additional advantage; • Demonstrated verbal and written communication skills; • Must be skilled at handling multiple tasks and able to adhere to tight deadlines; • Proficiency in Microsoft Office applications; • Living experience in Eurasia; • Fluency (written and oral) in Ukrainian and/or Russian required, in English preferred.
