 Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.  The Activity has three objectives:

  • Objective 1:  Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes

Roles Purpose:

The Change Management Expert will establish processes to identify change agents, assess training needs driven by change, and communicate changes to stakeholders. This position will pay special attention to how systems and individual teams are impacted by organizational change, particularly at the CTC level. This position will identify champions or change agents for proposed organizational change, assess training needs driven by change, plan how and when changes should be communicated and to what stakeholders, and identify success indicators for change and ensure that they are linked to the performance management system.  This position will report to the Civic Engagement Lead.

Objectives and Duties

  • Support the project to assess how systems and individual teams are impacted by organizational change, particularly at the consolidated communities’ level.
  • Identify champions or change agents for proposed organizational change, assess training needs driven by change, plan how and when changes should be communicated and to what stakeholders, and identify success indicators for change and ensure that they are linked to the performance management system.
  • Support the project to utilize the Performance Municipal Capacity Index (PMCI) and work closely with Training Coordinator to design activities to develop the capacity of consolidated communities, providing peer-to-peer guidance/coaching, trainings, etc.
  • Supervise Training Coordinator.
  • Provide input to technical and grant team on any grant activities related with management change during grant design.
  • Support grantees, subcontractors, and partner organizations in designing of activities related to organizational change, training needs assessment driven by change, planning, identifying success indicators for change and ensure that they are linked to the performance management system.
  • Document lessons learned in coordination with HOVERLA Monitoring, Evaluation and Learning Team and Communication and Outreach Team. Identify and contribute to success stories as required by USAID.
  • Provide inputs to the Weekly, Monthly, Quarterly and Annual Reports and other reports as required.
  • Other duties assigned by Civic Engagement Lead, COP and DCOP.

Qualifications

  • A bachelor’s degree in the field of public administration, education, project management, or other relevant fields. Master’s Degree is preferred.
  • Proven experience in the development of training curriculars, methodologies and materials
  • At least 5 years of relevant and progressively responsible experience.
  • Experience working and interacting with local authorities, private‐sector partners, representatives of civil society, and other donor agencies and ability to work in multi sector environment.
  • Knowledge of decentralization reform, regional development, and local self-government.
  • Experience working with USAID or other international donor-funded projects is a plus.
  • Strong communications and facilitation skills.
  • Fluency in Ukrainian and/or Russian and strong English language skills both verbal and written required.
