2. Office/Unit/Project Description
In autumn 2019, the President of Ukraine adopted Decree #722/2019 on the integration of Sustainable Development Goals (SDGs) into the policy development practice of Ukraine, which (a) encourages the Cabinet of Ministers of Ukraine to analyse higher-level programme documents and strategic forecasts through the SDG lens, (b) foresees the establishment of a regular tracking and reporting system for SDGs in Ukraine and a mechanism for relevant annual reporting, and (c) recommends core scientific and R&D centres of the country to align their research priorities with principles that underpin 2030 Agenda for Sustainable Development.
Based on the request from the Government partners at the Secretariat of the Cabinet of Ministers of Ukraine (SCMU), UNDP Ukraine together with SIDA and FDFA supported the launch of SDG BRIDGE Ukraine (Building Resilience for Implementing Development Goals Effectively) and the establishment of a dedicated unit that would help to develop an institutional framework for SDG coordination and implementation in Ukraine. The SDG BRIDGE Project will morph a group of advisors within the SCMU / Prime Minister’s Office into a dedicated SDG Office to provide high level technical advice and strategic guidance, and to demonstrate how SDG-related coordination can and should function.
In this context, the UNDP Ukraine invites applications from highly-qualified and experienced Ukrainian professionals for the post of Communications Advisor, to support the Government of Ukraine in enhancing coordination mechanism on SDGs implementation between all stakeholders at nnational and regional level.
The incumbent will accelerate gender equality and women’s empowerment within all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
4. Institutional Arrangement
Communications Advisor reports to the SDG BRIDGE Project Managr
The management of the project will be carried out by the UNDP technical assistance team in Kyiv within the overall framework of the United Nations Partnership Framework 2018–2022 in a Direct Implementation Modality. UNDP shall be responsible for the management of the project, primarily concerning the responsibility for the achievement of the Output and the stated Outcome. Similarly, UNDP will be accountable to the Project Board for the use of project resources. UNDP will delegate managerial duties for the day-to-day running of the project to the Project Manager.
As the project entails the creation of the SDG Office under the auspices of Vice Prime Minister for European and Euro-Atlantic integration /SCMU, specific management arrangements are put in place to ensure proper information flow and optimal decision-making within the project. SCMU provides its physical and institutional setting for the SDG Office, as well as regulatory foundations for its operations. SCMU also monitors the everyday performance of the SDG Office, and, in coordination with the SDG BRIDGE Project Manager. VPM /SCMU issue tasks, requests and sets priorities for the Office experts. To ensure the proper level of ownership, VPM /SCMU will be the primary coordination point for the SDG Office team on substantive issues, while the Project Manager and Project Associate will be primary focal points on connection to the global experience on SDGs (for instance, with the UNDP Istanbul Regional Hub), on issues of project monitoring and reporting or coordination with UNDP Ukraine projects in the three relevant portfolios and on stakeholder consultations with interest groups, CSOs, think-tanks or other development partners and their initiatives. The SDG Office will regularly report to the SDG BRIDGE Project Manager to enable him/her to report to the Project Board when/as necessary. The first meeting of the Project Board at the project beginning will approve the detailed procedure for coordination between the core project team, the SDG Office and SCMU, and will revise, as necessary, the draft detailed organigram as presented in Annex 5 to the project document.
5. Minimum Qualifications of the Successful NPSA

Master’s degree or equivalent in public administration, media relations, journalism, political / social sciences or related field. Relevant Bachelor’s degree with additional two years of relevant extensive progressively responsible experience is accepted in lieu of Master’s degree. |

Minimum 2 years of relevant experience at the national or international level in the media sphere, public relations, communications or advocacy;

Required skills and competencies |
Relevant experience with communication production including digital, presentations, events, and video;
Proven prior experience of professional or advisory services to the Government or Parliament

Previous experience with a multilateral or international organization/foundation is an asset;
Proven reports and/or publications record related to communication (at least 3 relevant publications);
Professional experience in the usage of social networks such as Facebook, Twitter, YouTube, Pinterest, Insta-gram, Google+, Linkedin or others

6. Travel:
Should any travel be necessary in connection to this TOR, UNDP will reimburse the expenses based on the duly authorized travel details, including travel and per diems. Any travel or payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
