PAH has been present in Ukraine since 2015 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of food security protection and livelihoods. PAH Ukraine is currently expanding programming from humanitarian to both early recovery and development-oriented interventions that provide sustainable livelihoods opportunities to the affected population.

Key Duties and Responsibilities:
- Ensure implementation of protection activities (community-based protection, access to basic services, functioning of the referral mechanism, transportation, administrative/legal services, better affordable and free access to services for vulnerable mine victims assistance, people with special needs, etc.) on the Mission;
- Cooperate with the Mission’s program/MEAL staff and partner-organizations to base evidence information in order to lead key advocacy actions aiming for better access to services for the most vulnerable people;
- Advocate for improvement of better socio-economic and resilience coping mechanisms stressing vulnerable people to fulfil their basic needs;
- Provide support and strategic advice in planning of protection programming in Ukraine;
- Provide technical inputs into proposals/reports;
- Develop and follow plan for implementing protection activities on the Mission;
- Contribute to the process of developing tools, guidelines and SOPs relevant for protection activities;
- Contribute to the development of information leaflets, factsheets, and brochures for awareness-raising and advocacy activities;
- Regular monitoring of all project activities and leading the team in carrying out monitoring and evaluation exercises;
- Incorporate learning from previous interventions (e.g. lessons learnt and best practices) into protection programming on the Mission;
- Support needs assessments conducted by the Mission and participate in consolidation of needs assessment reports;
- Pro-actively represent PAH at coordination and cluster meetings, advocating for the needs of vulnerable people, using evidence-based data, and ensuring proper dissemination of information among relevant partners, donors, and government institutions;
- If necessary, conduct trainings on protection topics to the staff/partners;
- Undertake field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications, if required;
- Perform any other task upon the request of the supervisor.
The successful Protection Officer will be selected based on the qualification requirements described below:
- Diploma in legal studies, economics, sociology, social sciences, public health, psychology and/or other relevant degree;
- At least 1 year of proven experience in work with local/international NGOs or international organizations;
- Understanding of practices in Protection;
- Experience in capacity building and conducting trainings;
- At least upper-intermediate level in English and fluency in Russian/Ukrainian;
- Good computer skills (including very good working knowledge of Microsoft Office (incl. PowerPoint) and Google Apps);
- Ability to analyze data;
- Excellent attention to detail, organizational skills and discretion with confidential information;
- Excellent interpersonal skills;
- Proven ability to handle multiple tasks;
- Ability to work independently and proactively.
