Gas Sector Regulatory Advisor 

The Energy Security Project (ESP) is a five-year project funded by the United States Agency for International Development (USAID),[1] implemented by Tetra Tech, a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.[2]

The ESP mission is to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment in the country, and to increase the resilience of Ukraine’s energy supply. This will help to support country’s economic development and sustain its democracy. ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians.

Position Summary:

Tetra Tech ES, Inc. implementing the USAID Energy Security Project is looking to fill in a position of Gas Sector Regulatory Advisor who will help and support the ESP Gas Team in project management for projects with National Energy and Utilities Regulatory Commission of Ukraine (NEURC), namely on:

-  Development of the Methodology on bringing natural gas volume to standard conditions;

-  Development and of Non-Daily Metered (NDM) forecasting methodology.

This is a short-term position under a consultancy agreement. Private Entrepreneur Status is required. Expected period of performance is 10 months.

Responsibilities:

  • Managing delivery of the project according to the scope of work;
  • Advising the NEURC on technical matters related to the projects and their associated milestones/deliverables;
  • Tracking project by developing and providing regular (weekly/monthly) reports on project status to the ESP gas team and the NEURC, including project metrics as required;
  • Coordination of activities between ESP, contractors and the NEURC;
  • Evaluation the quality of the deliverables and amendments/comments as required;
  • Identifying potential risks and reporting to the ESP with recommendations for mitigation;
  • Ensuring effective communication/cooperation between consultants and ESP, between consultants and NEURC, as well as between ESP and NEURC;
  • Managing communication with the NEURC:  ensuring the consultants receive all necessary data/information needed for project implementation from NEURC; ensuring the project is delivered in line with approved ToR and NEURC expectation.

Essential KSA’s required (experience, skills, education, certification, etc.):

  • Master’s degree or equivalent in Economics, Energy, Engineering, Metrology, Physics, and/or other related fields is required.
  • Minimum 5 years of Project management experience.
  • Minimum 7 years of proven experience in the Gas & Energy sector is required.
  • Deep understanding of the legislative and regulatory framework of Ukraine for measuring the volume of natural gas and converts its volumes to standard conditions throughout the chain of its transportation and supply; knowledge of European practice of convert natural gas volumes to standard conditions, in particular, for household consumers; a good understanding of the physical processes that occur when measuring the volume of natural gas by meters without built-in temperature compensation unit, as well as natural and anthropogenic factors that affect the results of such measurements;
  • Deep understanding of the legislative and regulatory framework of Ukraine to determine the volume of natural gas supply to NDM-consumers; knowledge of European practice of NDM-consumption forecasting; good understanding of physical and technological processes, as well as factors that affect of NDM-consumption;
  • Ability to build effective relationships with peers, supervisors, clients, and stakeholders;
  • Fluency in English (reading, writing) and Ukrainian is required.
