Electricity Sector Coordinator

Project Summary: 

The Energy Security Project (ESP) is a five-year project funded by the United States Agency for International Development (USAID),[1] implemented by Tetra Tech, a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.[2]

The ESP mission is to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment in the country, and to increase the resilience of Ukraine’s energy supply. This will help to support country’s economic development and sustain its democracy. ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians.

Position Summary:

Tetra Tech ES, Inc., implementing the USAID Energy Security Project is looking to fill in the position of an Electricity Sector Coordinator, who will manage processes for planning and reporting of electricity sector tasks, perform need assessment with the beneficiaries and stakeholders to identify assistance areas and action plans, and coordinate implementation of project’s activities with the beneficiaries. The Electricity Sector Coordinator will report to the Senior Electricity Regulatory Manager. This is a full-time position based in Kyiv, Ukraine.

Responsibilities:

  • Perform need assessments for beneficiaries on internal capacity, market regulations and operation towards improving and further advancing the operation of the new electricity market model;
  • Manage processes for planning, monitoring, and reporting of electricity team tasks based on the need assessments;
  • Coordinate communication with the beneficiaries and implementation of the electricity stream activities;
  • Manage weekly, quarterly, semi-annual, and annual reporting processes for implementation of contractual tasks;
  • Support development and implementation of the roadmap for electricity market integration and coupling;
  • Manage coordination with NEURC, Market Operator and Ukrenergo to implement REMIT towards ensuring competitive and transparent market operation.

Qualifications:

  • At least 12 years of experience in the energy sector, with demonstrated strength in economic and financial analyses.
  • Experience in working with government agencies, including but not limited to the Ministry of Energy, NEURC, Market Operator, TSO, etc.
  • Experience in USAID-funded projects and planning, monitoring, and reporting procedures.
  • Deep knowledge of USAID performance monitoring and evaluation policies and performance indicators requirements.
  • Experience in operation of the old market model and good understanding of legacy issues affecting the new market model.
  • Strong understanding of competitive electricity market mechanisms, market integration and coupling, market surveillance and REMIT, financial settlement and guarantee mechanisms, PSO mechanism and its impacts on tariffs and market operation.
  • Demonstrated ability to analyze difficult situations and formulate actions that can lead to desired results.
  • Strong presentation, negotiation and coordination skills.
  • Master’s degree in business management, economics, finance, energy, or a related field acceptable to Tetra Tech.
  • Fluent in Ukrainian and English.
  • Knowledge of computer software for project management is a plus.
