National health data analyst for contract monitoring, PHC evaluation at strategic purchaser in Ukraine

1. Purpose of the Position

The recent health reforms hold the promise of health system transformation in Ukraine but need strong support to secure results especially in monitoring and understanding provider behavior and responses to financial incentives as reflected in the data collected by the single purchased, the National Health Service of Ukraine. For many years, the Ukrainian health system has underperformed in terms of the Universal Health Coverage (and Sustainable Development) Goals of providing access to quality care and financial protection to the Ukrainian population.
