 Overall Responsibilities:

The Technical Advisor for Supply Chain supports the Principal Technical Advisor (PTA) in key supply chain components, such as market access, forecasting/quantification, distribution, warehousing, and other logistics for all PEPFAR-related commodities (ARV, TB, viral hepatitis, MAT, etc.).

 More specifically Technical Advisor will:

  • Develop recommendations on how to optimize business processes related to the key components of the supply chain of HIV and TB commodities, including but not limited to the improvement of supply chain system in close collaboration with the Center of Public Health of the Ministry of Health (CPH) and SE “Medical Procurement in Ukraine” (CPA).
  • Provide technical assistance in the implementation of best international practices for quantification and forecasting of medical goods at national and regional level
  • Provide support with the development of a modern electronic tool for quantification and forecasting of HIV commodities and its integration with other electronic systems and tools in Ukraine, including but not limited to MIS HIV, MedData and eStock.
  • Conceptualize and review proposed draft legislation in supply chain management and finalize normative acts in collaboration with SAFEMed’s legal team as needed.
  • Identify gaps and develop targeted market access interventions related to the improved availability of HIV and TB therapies in Ukraine especially innovative treatment for MDR-TB.
  • Provide technical assistance to the Ministry of Health (MOH), CPH, regional health administrations and healthcare facilities to properly forecasting for State financed and donor-funded commodities.
  • Provide technical assistance in the analysis and development of the alternative models for the decentralized distribution of medicines, including potential engagement of the private sector, including pharmacies.
  • Participate in the development of SAFEMed annual implementation plans as they relate to the supply chain workstream.
  • Update and support implementation of the annual implementation plan, as requested.
  • Draft or contribute to, as agreed with the PTA and Chief of Party (COP) technical reports, lessons learned, case studies or other documents in the area of supply chain management.
  • Support the COP with inputs for ad hoc, quarterly reports and indicator reports in his/her technical area.
  • Other activities as requested by PTA and COP.

 The Technical Advisor works closely with the PTA and key stakeholders at CPH, MOH and provides technical support for the development and implementation of supply chain policies and procedures for adequate medicine quantification, procurement, warehousing, inventory management, ordering/issuing and distribution to support the strengthening of supply management systems in Ukraine.

 TA supports supply chain capacity-building efforts and ensures that systems and processes are in place to assure the continuous availability and access to ARVs, TB therapy and other medicines.

 REQUIRED MINIMUM EDUCATION

 Required: Bachelor’s degree:

Preferred: Advanced degree in pharmaceutical management, medicines, supply chain, public health, or related field.

 REQUIRED MINIMUM EXPERIENCE

Required: At least five (5) years of progressively responsible experience in supply chain.

Preferred:

  • At least four (4) years progressively responsible experience in pharmaceutical management and/or public health.
  • Experience in pharmaceutical management with an emphasis on supply chain warehousing, logistics and/or forecasting preferred.
  • Experience working in Ukraine with MOH, the Center of Public Health, Central Procurement Agency, civil society and industry.
  • Experience working with USAID-funded programs desirable. 

 KNOWLEDGE AND SKILLS

  1. Knowledge in supply chain areas, preferably in warehousing, logistics and forecasting/quantification.
  2. Knowledge of international commodity procurement systems and procedures.
  3. Previous experience in developing training materials and the delivery of training sessions.
  4. Excellent written and oral communications skills.
  5. Fluency in spoken and written English and Ukrainian; knowledge of Russian is helpful.
  6. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint; knowledge of appropriate methods for data analysis and reporting.
