Component 2: Develop Ukraine’s cybersecurity workforce 

Ukraine suffers from a severe shortage of cybersecurity professionals. This component of the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity will address workforce gaps through activities that develop new cybersecurity talent and build the capacity of existing talent. These activities will address the entire workforce pipeline, the quality of education received by cybersecurity specialists, and industry training programs to rapidly upskill Ukraine’s workforce to respond to immediate cybersecurity vulnerabilities. 

Component 3: Build a resilient cybersecurity industry 

A growing cybersecurity industry in Ukraine will contribute directly to national security and prosperity. This component will seek to build trust and collaboration between the public and private sector to develop innovative solutions for future cybersecurity challenges; spur investment and growth in the broader cybersecurity market in Ukraine through greater access to financing; support smaller cybersecurity companies to rapidly increase the number of local cybersecurity service providers; and offer mechanisms for Ukrainian firms to connect with industry partners to enable better access to innovations and business opportunities.  

Together the above components will improve short-term cybersecurity resilience in Ukraine and establish a solid foundation for long-term cybersecurity independence and leadership. Lessons and best practices from key critical infrastructure sectors will extend to all parts of the public sector, as well as to the private sector and civil society. 

Responsibilities:

In collaboration with the COP. the DCOP will be responsible for the technical leadership and in-country management of the project.  S/he will oversee a sizable long-term expatriate and local team and short-term experts in achieving project results.  Other responsibilities include:

• Establishing processes and procedures to manage a network of technical cyber advisors (i.e., short-term technical staff (STTA) and ensure that learning and collaboration occur across activities and among implementing partners.
• Manage and provide oversight and guidance to component leads to ensure activities are delivering results.
• Ensure the STTA resources are fully in line with work plans established with key stakeholders and are responsive to ad hoc needs
• Serve as the Chief of Party’s advisor on all technical and programmatic matters with USAID and subcontractors.
• Support the Chief of Party and Activity senior leadership in managing each of the unique partner relationships, including fielding partner concerns and ensuring seamless communication about ongoing priorities and needs.
• Ensure coordination with other USAID and donor-funded projects operating in Ukraine, as well as other digital development projects DAI is implementing, to identify technical opportunities for collaboration and coordination.
• Evaluate the performance of the program activities and prepare regular progress reports detailing program results against strategic objective and intermediate result indicators
• Recommend to the Chief of Party additional methods of identifying and assessing program impact.
• Participate in diagnostic and training needs assessment.
• Coordinate the identification, approval, hiring, and mobilization of STTA.
• Act as Chief of Party when necessary.

Qualifications:

• A degree in finance, business administration, public administration, economics, or other relevant fields.
• Seven to ten years of experience in overseeing complex development programs and/or working with governing institutions.
• Deep knowledge and understanding of critical infrastructure cybersecurity preferred.
• Ability to work and quickly adapt in a complex environment.
• Strong training, communications, and personnel management skills.
• Experience in Ukraine or the region is strongly desirable.
• Fluent English required; Ukrainian/Russian is desirable
