Field Officer at Help Ukraine (Sievierodonetsk)

Since its inception in 1981, Help has been committed to providing people in need with prompt, sustainable and long-term aid, and support. Help strengthens survivability, improves living conditions, and increases the resilience of people in difficulty worldwide.

Help is starting activities in Ukraine this year aiming at socio-economic empowerment of vulnerable groups in Ukraine - Emergency assistance to vulnerable IDPs and other social cases. Throughout the project, micro businesses (existing businesses and/or start-ups) will be supported within the grant scheme. Also, business trainings will be organised for the supported businesses.

Summary:

Help is seeking a qualified professional to fill the position of Field Officer. The Field Officer will work under supervision of the Project Manager and the Project Coordinator and will be responsible for the implementation of project activities in Luhansk and Donetsk oblasts.

The position will be based in Sievierodonetsk with frequent travel throughout the two oblasts. Field Officer will perform his/her duties within the selection process of micro businesses beneficiaries, organization of information campaign, follow-up and evaluation of beneficiaries’ activities, training, contracting and follow-up of suppliers/contractors, communication with partners and other stakeholders, all in line with the applicable legislation of the Ukraine and donor regulations.

Duties and Responsibilities:

  • Maintaining contacts with local partners, in cooperation with the supervisor.
  • Active participation in the process of beneficiary selection and socio/economic assessment including home visits.
  • Preparation of specifications of the requested equipment/material in cooperation with the beneficiaries.
  • Conducting of small-scale purchasing procedures.
  • Distribution of the material inputs in accordance with the Help’s distribution procedure.
  • Collection, archiving and regular updates of documents related to the project beneficiaries (such as: contracts, offers, orders, annexes, delivery notes, temporary and final situations etc.) in cooperation with the supervisor.
  • Consulting and support to beneficiaries regarding the registration and functioning of their business activities, as well as necessary procedures within the housing assistance.
  • Regular reporting on visited beneficiaries.
  • Monitoring of all project components with the special focus on income generating activities supported.
  • Professional advice and support to assisted project beneficiaries.
  • Informing beneficiaries and counterparts about the state of the project implementation.
  • Project activity reporting and documenting.
  • Other duties as assigned by the supervisors.

Qualifications and Skills:

  • University degree preferable (within social sciences, economics etc.)
  • Valid B driving license
  • Active knowledge of spoken and written English language
  • IT literacy
  • Analytical and organizational skills
  • Good communication and interpersonal skills, self-initiative, responsibility
  • Ability to work both independently and as a part of the team
  • Ability to learn quickly and adjust to new assignments
  • Active driving skills and possession of an own vehicle are mandatory
  • Willingness to perform extensive field work
  • Previous experience in civil/NGO sector, both local and international, with similar scope and type of work will be considered as an advantage.
