National Public Communication and Analysis Short-Term Expert

National Public Communication and Analysis Short-Term Expert will provide analytical support to the implementation of crosscutting activities and thematic components of the project and contribute to the implementation of the Communication and Visibility Plan of the EU-funded project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” implemented by ICMPD.

Please note that the C1/C2 level of English is required for this position. 

TASKS

  1. Carry out monitoring of relevant sources of information and prepare monthly analytical briefs on public discourse, policy developments and activities in IBM area in Ukraine to support the implementation of all thematic components of the project;
  2. Prepare analytical and/or awareness-raising texts on IBM topics relevant for wide public and liaise with national and local media to pitch these texts for further processing and publication;
  3. Contribute to recommendations on institutional policies, tools and procedures for engagement with the public, private and third sector on IBM-related matters to foster their interest and favourable attitude towards IBM and IBM actors in Ukraine;
  4. Contribute to preparation of project newsletters and online publications, update of project webpage and communication materials;
  5. Provide consultations to project beneficiaries on matters related to public communication, awareness raising, advocacy and policy dialogue, public perception and media relation matters upon demand.

The deliverables must be submitted in Ukrainian and/or English (depending on the purpose of the deliverable) according to the timeline established at the moment of contracting.

It is expected that during the COVID-19 restriction period the tasks identified above may be conducted in a remote mode (using the vast array of technical means for distance communication, collaborative platforms and regular on-line coordination meetings).

PIT will support the delivery of the tasks by providing relevant documents, coordinating with the beneficiary agencies on organisational issues.

During the process, the expert will work with the relevant national and international stakeholders in a collaborative and coordinated manner.

The final deliverables must be submitted no later than 31 May 2021.

Qualifications and Experience:

  • Master´s university degree (or equivalent) related to the area of work
  • At least 5 years of experience in the area of policy analysis and public communication
  • Analytical, research, reporting, communication, drafting and presentation skills
  • Demonstrated ability to analyse complex situations, clearly distil critical issues, and succinctly present findings and/or recommendations
  • Experience in drafting briefs, policy documents, recommendations, methodologies
  • Experience of liaising with national and local media, professional experience with social media
  • Ability to work independently and demonstrate teamwork, coordination and facilitation skills
  • Ability to process large volumes of information
  • Ability to work under pressure and in rapidly changing circumstances.
  • Computer literate
  • Demonstrated gender awareness and sensitivity, and ability to integrate gender perspective into tasks and activities
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity
  • Experience in working with similar projects funded by EU or another donor is an asset
  • Experience of working with IBM agencies is an asset

Languages:

  • Excellent knowledge of both Ukrainian and English is mandatory
