Digitalization Expert (National)

Chemonics International Inc. is looking for a qualified professional to fill the position Digitalization Expert (National)
 
The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (“USAID Democratic Governance East Activity”) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol and Kherson.
 
 
Responsibilities for this position include:
 
 
The main purpose of the assignment is to support the city of Kherson in designing and adopting a comprehensive, normative, and realistic IT plan as a part of the General City Strategy. The Digitalization Expert will work in accordance with the DG East responsibilities, in close cooperation with the O.M. Beketov NUUE and KhCC, representatives of the Strategic planning working groups, other consultants who will take the lead in overall development of the strategic plan, DG East strategic planning consultants and relevant DG East staff. The Local Digitalization Expert will be responsible for performing the following tasks:
 
1.      To assess the current state of the information and communication technology infrastructure (ICT infrastructure) of the Kherson Territorial Community (hereinafter KhTC) by:
 
          a) Research and identification of technical and programmatic resources to support the development of ICT infrastructure).
 
2.      To provide recommendations on the digitalization of administrative services and e-democracy in the KhTC by:
 
         a) Analysis of the register of the Kherson city as the basic local register and possibility of its expansion into the entire territory of the KhTC.
 
         b) Exploring the possibility of interaction between local and national registers to introduce new services for residents.
 
         c) Diagnosis of the City hotline “1580” and the possibility of its integration with chat bot and mobile application.
 
         d) Evaluation of the possibility to introduce e-democracy tools including e-petitions and e-consultations.
 
3.      To provide recommendations on introducing E-education in the KhTC by:
 
         a) Evaluation of the possibility of introducing a unified information and accounting system for municipal nursery school, primary and secondary school and extracurricular of the KhTC.
 
4.      To provide recommendations on introducing E-health in the KhTC by:
 
         a) Assessment of needs of health-care institutions in technical and information software tools for the operation of a unified electronic health-care system.
 
         b) Analysis of the possibility to introduce e-appointment, e-medical record, e-prescription, e-disability list.
 
5.      To provide recommendations on introducing E-culture in the KhTC by:
 
         a) Examination of the possibility to integrate all libraries of the KhTC in the unified electronic catalogue and electronic management system.
 
         b) Exploring the possibility to create the unified register of cultural and historical heritage of the KhTC.
 
6.      To provide recommendations on introducing smart mobility in KhTC by:
 
         a) Analysis of the possibility to introduce GTFS-real time public transport dispatch technology.
 
         b) Examination of the possibility to introduce e-ticket in the public transport.
 
 
Deliverables:
 
1. Written framework for the sector-specific working groups, including working group structure and stakeholder participation, documentation of progress, etc.
 
2. Written IT recommendations for each chapter of the Kherson City Strategic Plan 2022-2030.
 
3. Written analytical notes on IT considerations for the Kherson City Strategic Plan 2022-2030.
 
4. Written suggestions to inter-group cooperation (in Matrix Form).
 
5. Summary of 'inter-group solutions' to be included into the Strategy-2022-2030 (either in the form of a goal/task, or as specific projects).
 
6. Monthly consultant’s reports.
 
 
Qualifications:
 
 
Education level: University degree in System Engineering, Computer Science, Public Administration, or related field.
 
Specific experience:
 
–      Minimum 5 years of experience on working with ICT sphere.
 
–      Experience of participation in strategic planning and drafting of IT recommendations.
 
–      Proven experience in working with the local government entities.
 
–      At least 3 years of practical experience in e-governance, digital transformation in civic or government institutions.
 
–      Proven experience in producing analytical materials themed on digitalization of administrative, health, education, culture services, cybersecurity, electronic governance.
