ABOUT UNITED VOICES IN ACTION (VIA) PROGRAM: 

The goal of the CSO-funded United Voices in Action (VIA) program activity is to advance Ukraine’s stabilization by fostering IDP integrationincreasing community cohesion, contributing to local and national integration plans, and reducing IDP vulnerability to exploitation. IREX will support IDP and receiving community members from up to 27 communities in nine oblasts. Based on a conflict sensitive and inclusive development approach, the VIA program will make local community members – both IDPs and non-IDPs – the drivers of change in their communities, leading to increased stabilization and mutual understanding through the development of a shared vision of a future where multiple perspectives are heard, and marginalized voices are elevated. 

POSITION SUMMARY: 

IREX office in Ukraine is seeking a qualified professional to fill the position of Program Officer (Advocacy Lead) for its United Voices in Action (VIA) programThe Program Officer (Advocacy Lead) will work on strengthening the advocacy abilities of IDPs and training receiving community members to reduce IDP vulnerability and promote social cohesion.  By building the individual capacity of IDPs and receiving community members, The Program Officer will lay the groundwork for meaningful engagement and cultivate a sustainable local support infrastructure for continued cooperation, interaction, and joint problem solving.   The Program Officer will work closely with local project partners, trainers, NGO actors, and other technical experts; attend and monitor training activities around Ukraine; hold responsibility for coordination of work of trainers, subgrantees, project representatives, vendors, etc.; and serve as a point of contact for training beneficiaries and stakeholders. The position is based in Kyiv with frequent travel throughout Ukraine (if possible and according to IREX policy and the public health situation in Ukraine). 

GENERAL DUTIES &RESPONSIBILITIES: 

Specific duties include, but are not limited to the following: 

  • Lead project activities under Objective 1B that are focused on advocacy;  

  • Oversee, monitor, and administer day-to-day management of training and curriculum development project activities; 

  • Provide technical inputinto development and adaptation of existing curriculums and oversee the adaptation of interactive training techniques and Human Centered Design (HCD) to engage IDPs and receiving communities’ members, focusing on the following: 

  • Build advocacy skills for IDPs by hosting and leading Advocacy Academies, using IREX’s Data for Advocacy and Storytelling for Change teaching methods; 

  • Work with consultant trainers to organize Living Libraries of IDPs (including trainees from the Advocacy Academy), government officials, and receiving community members in each target community; 

  • Supply technical assistance in relevant areas of expertise, and provide technical advising to program grantees;  

  • Track and analyze work-plan activity progress toward project objectives;   

  • Work closely with local partners on joint activities that aim to improve advocacy abilities, reduce biases, and improve relations between local figures and IDPs;   

  • Work closely with IREX monitoring and evaluation staff to track and analyze project indicator data, ensuring effective monitoring, evaluation, and reporting of program activities;   

  • Develop an Advocacy Toolbox to provide IDPs with references to advocacy approaches, tools, and resources; 

  • Oversee and conduct trainings for journalists, influencers, and media representatives on the effects of media on public perception of IDPs;  

  • Develop scopes of work for STTAs linked to advocacy;  

  • Identify STTAs in coordination with project leadership; 

  • Interact regularly with opinion leaders, government officials, trainers, civil society and media groups, and other program stakeholders;   

  • Develop and maintain effective collaborations with program partners;  

  • Develop an Advocacy Toolbox to provide IDPs with references to advocacy approaches, tools, and resources 

  • Oversee the employment of IREX’s media content analysis tool (MCAT) to systematically evaluate current media coverage of IDPs. Based on the findings, work with the team to finalize a targeted training curriculum that may include topics such as implicit bias or fact checking 

  • Oversee and if necessary, conduct trainings for journalists, influencers, and media representatives on the effects of media on public perception of IDPs; 

  • Work with the team to host a national event for program beneficiaries and stakeholders, including media and government officials, to showcase activities and find common ground for collective future action. 

  • Drive innovation of resources created under the VIA program; 

  • Travel throughout Ukraine to attend program events and meetings (if possible and according to IREX policy and the public health situation in Ukraine); 

  • Stay up to date with monitoring the situation in Eastern Ukraine and how it affects staff and communities to ensure the safety of all participants; 

  • Other duties as assigned. 

MINIMUM QUALIFICATIONS: 

  • 5+ years of working on programs with an advocacy component and/or developing advocacy materials/campaigns  

  • 3+ years of demonstrated administration and leadership experience 

  • Experience working with international donor-funded projects 

  • Strong command of spoken and written English, Ukrainian, and Russian Prior experience working with IDPs is preferred 

  • Prior experience working with teens and children is preferred 

  • Excellent interpersonal and communication skills 

  • Ability to be creative and generate new ideas 

  • Strong attention to detail and responsibility 

  • BA in social science, advocacy, or similar discipline
