NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

Employment with NRC may lead to employment in or deployment to Regions, Countries, Areas or Offices that may be host to considerable health, safety and security risks. NRC Ukraine is looking for Grants Technical Officer in our office in Kyiv.

Role and responsibilities

The purpose of the Grants Technical Officer position is to provide essential donor and grant management support to the Head of Programmes in delivering quality programmes in line with the NRC Country Programme strategy and Plan of Action.

The following is a brief description of the role.

Generic responsibilities

  • Ensure adherence to NRC policies, guidance and procedures
  • Prepare and submit reports
  • Ensure proper filing of grant documents
  • Contribute to specific protection risks and needs analyses
  • Contribute to the design in consultation with PAC of protection response to identified risks and needs
  • Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database - forthcoming)
  • Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control
  • Contribute to the development and revision of funding proposals, budgets and donor reports
  • Represent with relevant partners and donors as delegated.

Specific responsibilities

  • Operationalize NRC Ukraine’s donor mapping tool to ensure that donor priorities are reflected and track and share relevant calls for proposals for both humanitarian and development donors.
  • Contribute to networking with donors in Ukraine in order to identify humanitarian, as well as recovery/development funding opportunities, to support NRC activities in eastern Ukraine
  • Lead major grant processes including Grant Opening Meetings, Project Review Meetings, and Grant Closure meetings.
  • Support the development of CO strategy and project proposals through context analysis, recommendations on programmatic approaches, and proposal writing.
  • Support NRC’s data management and analysis processes using a multi-core competency perspective to deepen NRC Ukraine’s understanding of major socio-economic and demographic trends.
  • Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
  • Lead the continuous improvement of internal grant management systems
  • Capacity building and supervision of Grants Assistant for the implementation internal grant management process, maintenance of help-desk on donor related issues, development and distribution of internal reports, support of external auditors, and other major grant administration processes.
  • Contribute to Project Cycle Management (PCM) trainings and usage of the NRC PCM framework in the Country Office, as delegated by the Country Director
  • Contribute to specific protection risks and needs analyses
  • Contribute to designing of protection response to identified risks and needs.

Competencies

Professional competencies

Generic professional competencies for this position:

  • University degree
  • Between 3-4 years of grant and / or contract management experience
  • Relevant experience in project management; preferably in the humanitarian sector
  • Experience from working with humanitarian and / or development donors.
  • Good understanding of donor rules and regulations.
  • Skills and experience in report and proposal writing
  • Strong communication, coordination and interpersonal skills
  • Strong analytical skills (data and financial)
  • Ability to mediate in high-stress scenarios with competing interest
  • Excellent written and oral communication skills in English
  • Above average computer skills

Context related skills, knowledge and experience:

  • Knowledge of the context in eastern Ukraine
  • University level English both spoken and written is required
  • Ability to write a logical and clearly structure academic essay, business memo, and / or project proposal is required
  • Proficiency in Ukrainian and Russian

  • Type of contract: local employment contract for 1 year, with the possibility of extension.
