EU funded technical assistance project “Support to Ukraine for Developing a Modern Public Health System” is implemented by a consortium led by GFA Consulting Group during the period May 2019 to May 2023.

The Project is looking for a short-term expert to support preparation of the costing methodology to calculate the cost of blood products to be used for pricing of blood components. 

Duty station:

Kyiv, Ukraine

Responsibilities:

• Conduct primary research, data collection, analysis and literature reviews as necessary.
• Identify potential cost elements related to blood and blood product administration.
• Analyse and verify the suggested costing model based on calculation results of 13 blood establishments.
• Devise a comprehensive and standardized methodology with full description and calculation formula.
• To align the costing model with existing Ukrainian legislations.
• Assist MoH and UTCC with the development/enhancement of economic models, analytical methods and tools in blood transfusion sector.

Qualifications and skills

• University degree or equivalent in a discipline relevant to this assignment (Economics, Health Economics, Business Management/Administration or any related field in Economics).
• 4+ years professional experience in performing cost-benefit analysis and financial analysis.
• Knowledge of economics and finance of blood transfusion process and practices.
• Knowledge and experience in data collection, data analysis and research.
• Experience in governmental sector and/or administrative works will be an added advantage.
• Fluency in English and Ukrainian (written and spoken).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services). The expected number of working days is up to 10 working days.
