EU funded technical assistance project “Support to Ukraine for Developing a Modern Public Health System” is implemented by a consortium led by GFA Consulting Group during the period May 2019 to May 2023.
The Project is looking for a short-term expert to support preparation of the costing methodology to calculate the cost of blood products to be used for pricing of blood components.
Conduct primary research, data collection, analysis and literature reviews as necessary.
Identify potential cost elements related to blood and blood product administration.
Analyse and verify the suggested costing model based on calculation results of 13 blood establishments.
Devise a comprehensive and standardized methodology with full description and calculation formula.
To align the costing model with existing Ukrainian legislations.
Assist MoH and UTCC with the development/enhancement of economic models, analytical methods and tools in blood transfusion sector.
Qualifications and skills
University degree or equivalent in a discipline relevant to this assignment (Economics, Health Economics, Business Management/Administration or any related field in Economics).
4+ years professional experience in performing cost-benefit analysis and financial analysis.
Knowledge of economics and finance of blood transfusion process and practices.
Knowledge and experience in data collection, data analysis and research.
Experience in governmental sector and/or administrative works will be an added advantage.
Fluency in English and Ukrainian (written and spoken).
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).The expected number of working days is up to 10 working days.
